Location: Remote/Virtual – Must Live in Michigan
Occasional In-Person Work, Lansing, MI Office

Purpose: This position serves as an entry-level professional public health informatics analyst for the Division of Environmental Health (DEH) which sits within the Michigan Department of Health and Human Services. The incumbent will provide expertise on tasks related to the processing and management of public health data collected and utilized by DEH. The incumbent will be responsible for aiding in the planning, development, coordination, administration and evaluation of data systems and data management programs as well as the implementation of best practices across DEH. This position is situated in the Data Management Unit (DMU) within the Environmental Epidemiology and Analytics (EEA) Section of DEH.

Duties and Responsibilities:
  • Assist in the design and implementation of public health information systems and programs.
  • Plan and coordinate data management, maintenance, and linkage efforts.
  • Assist in establishing data processing protocols including data extraction, transformation, and processing of complex data sets and creation of analytic or working data sets.
  • Provide support for data quality assurance.
  • Aid programs and teams in data system documentation and reporting.
  • Assist with the design of data collection and acquisition approaches to ensure compatibility with data processing and management programs.
  • Help solve a variety of data system usage and functionality issues.
  • Aid in development of best-practice policies and procedures for data management and governance.
  • Provide expertise and support for data sharing, privacy, and security in accordance with Department policies.
  • Review technical and scientific literature on public health informatics and data management practices as relevant to the Division.
  • Always represent the best interests of MDHHS and MPHI.
  • Other duties as assigned.
Qualifications/Requirements:

Education: A bachelor’s degree is required. Preferred candidate has a degree in Health Informatics, Public Health, Health or Environmental Sciences, Epidemiology, Public Policy or Health Policy, Health Services Research, Health Information Sciences, Computer Science, or closely related field.

Experience: No experience required. Prefer, three or more years’ experience in a similar role.

Important Skills and Characteristics:
  • Thorough understanding of data management and handling.
  • Detail-oriented with excellent data quality control skills.
  • Excellent organizational skills.
  • Ability to work independently with minimal oversight.
  • Ability to work with staff with varied backgrounds and levels of data-related expertise across the Division to support data and reporting needs.
  • Strong verbal and written communication skills.
  • Extensive work in Microsoft Excel: advanced formulas, creating pivot tables and power queries.
  • Experience in process/product troubleshooting.

Work Environment and Physical Requirements: Physical effort will be typical of an office position using a computer for 95% of daily work time. Requires valid vehicle operator’s license and occasional travel within the State, including overnights. Less occasionally, travel may be required outside the State. There may be times when work outside of regular hours is necessary for the completion of a project. The employee may need to conduct site visits and attend public events around the state. Work materials and supplies can be bulky and may weigh up to 40 lbs. The employee could be exposed to local weather conditions and unpleasant or noxious odors.

IMPACT ON PROJECTS, SERVICES AND OPERATIONS: The function of the Division of Environmental Health is to act as a resource for the evaluation of the effects of the environment on health. The Data Management Unit within the Division’s Environmental Epidemiology and Analytics Section coordinates and supports data management initiatives for use across the Division.
