WHO WE ARE: Established locally in 1911, Volunteers of America Northern California & Northern Nevada (VOA NCNN) is one of the region's largest providers of social services. Our professional staff operates more than 40 locally managed and delivered programs. Services include food and shelter, counseling, independent living and parenting skills, substance-abuse treatment and rehabilitation, and job training. Every night VOA NCNN provides shelter or housing to over 3,500 men, women, and children.

PROGRAM AND LOCATION: VOA is recruiting a full-time Housing Location Specialist for the X Street Navigation Center. In partnership with SHRA and the City of Sacramento, this 100-bed shelter provides a safe place for adults struggling with homelessness as well as case management and housing assistance, with the goal of moving our guests out of homelessness and into independent living. Full-time employees (working 30 or more hours a week) are eligible for a benefits package that includes paid holidays, vacation, health, dental, vision, life, and short-term disability insurance coverage.

POSITION SUMMARY: The Housing Location Specialist is responsible for performing housing searches, client placement into housing, and connecting clients to the community. This position will assist applicants in meeting the housing eligibility requirements and will establish information related to housing opportunities and solutions for clients facing homeless challenges.

OBJECTIVES/ACTIVITIES:

A. Responsible for performing housing search, mediation, and client placement to achieve established objectives of the department.

1. Assist prospective applicants with housing placement and housing stabilization.

2. Assess applicants and assist them in meeting eligibility requirements.

3. Assist applicants in completing housing applications.

4. Develop and frequently update a list of low-income housing resources for client referrals.

5. Investigate housing properties and interview property managers to determine housing feasibilities.

6. Serve as a program housing resource to provide alternative housing or program options.

7. Maintain records and any statistical data for all services rendered.

8. Provide other documentation as required by the funding source and/or VOA.

9. Maintain general knowledge of housing programs within our community.

10. Provide current ongoing information on available housing opportunities to shelter staff.

11. Teach the Ready to Rent curriculum to shelter clients.

12. Maintain rent reasonableness in all the various local geographic areas.

13. Attend VOA and other outside training.

14. Attend internal meetings to share and discuss housing opportunities

15. Perform other related duties as assigned by Program Director.

B. Responsible for training and development.

1. Assist in department orientation and training for new employees as requested to assure quality work outcomes.

2. Identify ongoing training for new and existing staff and report needs to management.

3. Serve as part of the program development team by providing information and support for developing quality operations.

4. Maintain an above-average working knowledge of fire, safety, and health standards to assure a safe work environment for clients and all personnel.

C. Responsible for self-development.

1. Continually learn and enhance technical and interpersonal skills.

2. Attend staff meetings/assigned training and complete required certifications, i.e., CPR, First Aid, etc.

EDUCATION AND EXPERIENCE: A bachelor’s or associate’s degree in business management or social service/work is preferred. Must have experience in housing. Must have a working knowledge of property management, fair housing law, real estate transactions, eviction notices, credit statements, habitability standards, and legal responsibilities of renters. This position requires demonstrated ability to communicate and comprehend oral and written instructions and to provide mediation for clients without ethnic or social prejudices. It requires general knowledge of issues and challenges unique to low income, homelessness, minorities, and persons with disabilities; must be able to utilize a range of interventions to work with clients with varying needs and levels of functioning. It requires CPR and First Aid training within ninety (90) days of employment, recertification as necessary, and T.B. testing annually. A valid California driver’s license and the ability to meet the organization’s insurance carrier guidelines are required. Must be flexible to work irregular hours and be willing to function as a team member. Strong computer skills are required. Must undergo a criminal background check.

Job Type: Full-time
