Values Into Action, a leader in innovative services for people with disabilities, is looking for a solution focused and creative person to join our Housing Transition and Tenancy Sustaining Team as a Spanish/English bilingual Housing Resource Specialist! This is a part-time (with potential to go full-time) hybrid position with the ideal candidate living in the central region of Pennsylvania (Dauphin, Cumberland, Perry, York, Lancaster, Lebanon, Berks).


The Housing Support Specialists role is to:

  • Assist people with disabilities to assess and plan for obtaining and sustaining housing that is under their control
  • Provide education, consultation, support, and coaching on the role, rights, and responsibilities of tenancy
  • Coach, mentor, and demonstrate building relationships with neighbors, landlords, and community members
  • Provide advocacy and linkage with community resources to support success in housing
  • Identify services and supports to aid in ensuring health and safety while coordinating moves from congregate living arrangement or family home to a more independent setting


The ideal candidate is someone with experience in all aspects of housing. Must have outstanding communication and relationship building skills and a genuine ability to collaborate with multiple people, agencies, organizations, etc.

  • A bachelors degree from an accredited college or university and 2 years housing experience or an equivalent combination of related experience and education.
  • Spanish/English bilingual preferred
  • Demonstration of the following abilities:

    • Self-direct work and work independently, including exceptional time management.
    • Work effectively as a member of a team.
    • Excellent communication skills with the ability to communicate in writing, orally and electronically (email, text, web, etc.).
    • Proficiency in Microsoft Office (Outlook, Excel, PowerPoint, SharePoint, OneDrive, etc.)
  • Experience with persons with disabilities and familiarity of Pennsylvania Home and Community Based Services, including Participant Directed Services is preferred.
  • Meets the current Office of Development Programs (ODP) HTTS qualifications (housing choice vouchers, Section 811 PRA, Project based operating assistance, tenant-based rent assistance, 20% units, fair housing, reasonable accommodations, home ownership programs, USDA rural housing services, local and regional housing providers, privately financed housing opportunities, housing first, Prepared Rental Education Program, etc.).
  • Experience with safety-net systems serving disenfranchised and vulnerable populations, promoting civil rights, equity, and self-determination.
  • Be fully Covid-19 vaccinated prior to employment.
