Houston Ship Channel (HSC) Project Manager II Position Summary:

Assists Channel Development and senior management representatives to provide technical and analytical business support, short- and long-range planning, and coordinates projects to further develop and enhance the Houston Ship Channel. Works with the United States Army Corps of Engineers, United States Coast Guard, Houston Pilots, Beneficial Use Group, and other agencies and groups to ensure Port Houston support to federal or Port Houston project tasks. Manages Port Houston maintenance and new work dredging activities.

Key Responsibilities/Duties:

  • Manage ongoing channel improvement projects, including project plan, project management, project execution and completion, etc.
  • Direct plan development, specifications and procurement requirements for specified projects to develop and enhance Houston Ship Channel

· Apply substantial experience with project permitting, planning and design supervision, site and environmental assessments, environmental delineation and mitigation, jurisdictional determinations, field investigations, pre-construction activities, NEPA requirements, project accounting, and other details supporting large port and channel related programs

  • Coordinate with outside agencies, United States Corps of Engineers, Houston Pilots and other agencies, to ensure their support of Port Houston with federal or Port Houston projects tasks
  • Manage external engineering consultants in development of scopes of work, conducting selection processes and contract negotiations
  • Review invoices prior to approval and verifies expenses
  • Lead briefings and prepares written reports regarding assigned projects; give presentations to organizations regarding dredging and environmental beneficial use projects
  • Prepare technical status reports weekly for Port Houston an external agency
  • Manage dredging program for Port Houston by identifying areas for dredging, create plans and specifications and monitor project activities until final closeout
  • Manage Disposal Area Management Program scope, cost and schedule
  • Manage FEMA claims where dredging is involved; provide recommendations and backup information

· Audit and manage financial aspects of contracts including invoices, fee payments, income and expense and maintain good relationship with contractors and consultants

· Manage document controls for on-going engineering and construction projects including documentation monitoring and quality review for proper storage and retrieval with MS Share Point

· Prepare and provide presentations to stakeholders to convey goals and objectives, technical direction and general status of projects

  • Act in accordance with Port Houston core values (respect, excellence, accountability, diligence, and you)
  • Perform other duties as required

Education/Experience:

· Bachelor’s degree in Civil or Coastal Engineering, Engineering Technology, Construction Management, or related major in a public or accredited private academic institution required

· Master’s degree preferred

· Experience in dredging engineering preferred

· 5-10 years of related professional engineer experience required

· 5-10 years of related professional project management experience preferred

License/Certification:

· Texas Professional Engineer (PE) preferred

· Project Management Professional (PMP) or related project leadership credential preferred

· Academy of Coastal, Ocean, Port, and Navigation Engineers (ACOPNE) certification preferred

· Transportation Worker Identification Credential (TWIC) must be obtained within 30 days of appointment, and be maintained for the duration of employment

Knowledge, Skills, Abilities and Behaviors:

  • Knowledge of deep and shallow draft navigation principles, theories, laws regulations and requirements
  • Knowledge of dredging and dredged material placement techniques
  • Knowledge of professional mechanical, electrical and civil engineering concepts to direct, coordinate and design marine structures.
  • Knowledge of planning, permitting, design, and construction documents related to the maintenance and deepening of state- and federally authorized navigation projects
  • Ability to communicate with a variety of individuals and groups
  • Knowledge of methods, practices, and processes of surveying, remote sensing, and Computer Aided Drafting and Design/Geographic Information Systems

· Proficiency in Primavera P6, as well as, Microsoft Office suite, including SharePoint

  • Organizational, research and analytical skills
  • Excellent verbal and written communication skills

  • Ability to lead governmental agency and industry groups to accomplish Port Houston goals

  • Ability to develop scopes of work, contract conditions and requirements for projects
  • Ability to maintain historical records
  • Ability to review and interpret hydrographic and land survey data and make recommendations
  • Ability to use a spreadsheet and word processor programs
  • Familiarity with Construction Management scheduling platforms
  • Analytical writing and technical reporting skills
