Job description

The position supports HR leadership by providing data analyses and insights on employees’ demographics, turnover, talent acquisition, diversity, employee relations, compensation, and other key metrics to provide management with actionable information. The position is responsible for compiling and analyzing data, identifying trends, and presenting that data in an accurate, insightful and visually appealing reports and dashboards.

The position will be responsible for producing weekly, monthly, and quarterly reports. Supports other divisions at OSHR and leadership providing timely and accurate information of HR data in a format that is clear and easy to understand; compiling data from multiple HR systems to produce, analyze and summarize key information for the agency; and auditing and maintaining HR data integrity. This position will be responsible for identifying the most relevant HR metrics and appropriate benchmarks that align with national metrics being tracked so that we can monitor the state's progress on HR metrics, programs, and executive order’s implementation.

Agency Information
The Office of State Human Resources (OSHR) serves as the "Center of Human Resources Expertise" for the State of North Carolina through an integrated, professional Human Resources Team that is collaborative, strategic, and customer-focused, and supports state government efforts to attract, retain, develop, and motivate a high-performing, diverse workforce.

Division Information
The HR Data Analytics Team is responsible for data analysis and visualization, data quality and data project management support to the Human Resources function across the State. The team works close with senior management to provide meaningful data that helps leader to drive the strategy and make informed decisions in support of OSHR mission, goals, and strategic objectives.


Knowledge, Skills and Abilities / Competencies
  • Documented experience in data analysis – collection, manipulation, and interpretation.
  • Documented extensive experience with data visualization in Tableau.
  • Knowledge and experience using HCM systems and PII data.
  • Excellent attention to detail.
  • Strong time management and ability to work well under pressure to meet
multiple deadlines.
  • Strong problem-solving skills and analytical thinking.
  • Effective communication and presentation skills
  • Advanced Microsoft Excel Skills.
  • Documented experience with business requirement gathering.
  • Ability to work with stakeholders at a different level within the organization.

Classification / Grade: NC19
Recruitment Range : $61,209 to $72,686

Management prefers candidates with:
  • Experience with Python is preferred but not required
  • Experience with Tableau Server Administration preferred but not required
  • Experience working with a geographically distributed team
Minimum Education and Experience Requirements

Bachelor's degree from an appropriately accredited institution and five (5) years of progressive experience related to the area of assignment; or an equivalent combination of training and experience.
