JOB FUNCTION:
The HR Service Center Representative is expected to provide outstanding customer service and support in response to all inquiries from employees, retirees and outside parties on human resources policies, programs and systems. Establishes and maintains customer service standards, operating procedures, and ensures that services are consistent with overall HR objectives, policies, procedures, and best practices. Responsible for data entry and maintaining the data integrity of the HRIS system, while maintaining employee records and ensuring compliance with SOX protocols. Supports the HR Business Partners with the Recruitment process by building job descriptions and oversees the post offer process from the offer phase to onboarding. Collaborates and supports internal clients including Diversity, Compensation, Labor/Employee Relations, and Benefits.

ESSENTIAL FUNCTIONS:

  • Advises and responds to inquires received by the HRSC phone line and HRSC email from employees, retirees, applicants, and external parties concerning a wide range of HR related questions, topics and issues while maintaining a high level of customer service.
  • Utilizes the case management tool to accurately log, manage and track inquiries. Conducts research, validates information and responds to inquiries with a goal to resolve most issues at the HRSC level. Escalates issues to the appropriate next level of support, as needed. Maintains a professional and customer-focused approach and resources to ensure a quality customer experience.
  • Exclusively responsible for entering profile data in Employee Central. Responsible for reviewing and ensuring the data is replicated between the HRIS system (position & profile side) and the payroll system. In collaboration with various stakeholders, identifies, reports, conducts research and audits HRIS issues and functionality to ensure the accuracy and integrity of the HR data meets SOX compliance requirements. Partners with the CCOE on data clean-up.
  • Enters, reviews, validates, approves, and/or audits system transactions and records management associated with personnel changes, compensation, employee relations and recruitment. This includes but is not limited to new hires, transfers, mass uploads, promotions, terminations, retirements, time-in-job progressions, incremental pay increases, military leave of absence, direct deposit information, etc. Ensures compliance with the Collective Bargaining Agreement, as well as Company policies and all applicable laws.
  • Supports and works in cohesion with multiple HR Business Partners and Talent Acquisition team to provide a high level of service to our customers.
  • Aids with the timely recruitment and of candidates. Responsibilities include creating and preparing job postings, tracking applicant data and orchestrating pre-employment screenings (reference check, background check, MVR, drug test, physical and physical capacity exams). Notifies Supervisor and HR Business Partner when a candidate is cleared to hire and ready to onboard.
  • Coordinates pre-employment testing, including Eddison Electric Institute (EEI) tests (CAST, CSR, MASS, POSS, SASS and TECH), along with other pre-employment tests (10-key, typing, BAPT, PSP and SRA). Identifies test eligible applicants and ensuring that previous test takers have met the criteria to test/retest. Oversees the scheduling of applicants and proctors, test preparation, proctoring, scoring and entering of scores into HRIS. Secures and maintains an adequate supply of testing materials. In collaboration with EEI Lead, ensures compliance and safekeeping of tests and records in accordance with Edison Electric Institute standards.
  • Identifies continuous improvement opportunities to ensure policies, processes, and controls are designed, documented, and operating efficiently and effectively. Evaluates improvement options and identify ways to meet customer and business needs.
  • Assists with various HR projects, including but not limited to HR system testing and user interface, system updates and changes, reorganizations, and ongoing process improvement
  • Responsible for the annual Summer Internship Program recruitment, hiring and activities for engagement of interns.
  • Supports the Benefits team as the initial point of contact for employee inquires by assisting employees on benefit questions and benefit plan interpretation. Supports the benefits team during Annual Enrollment to field high volume of employee and retiree enrollment questions, sends out mass emails and provide benefits documents.
  • Collects and verifies dependent and beneficiary information and uploads dependents into the HRIS. Collects HC-5 forms and forwards as needed to DLIR.
  • Integrates new hires by educating and presenting on the multiple benefit plan information during onboarding.
  • Manages, maintains, and audits employee personnel files, and employment forms according to Federal, State and company recordkeeping requirements and retention guidelines. Conducts research, compiles, and provides workforce reports for internal and external use. Gathers information and responds to external requests for information, such as Verification of Employment and Unemployment Request, etc.
  • Verification of Employment -Executes and maintains records of written/oral verifications of employment from banks, lending institutions, collection agencies, etc. to satisfy legal requirements/judgments and customer requests.
  • Unemployment -Reviews and gathers information from the HRIS and HRBP to provide a timely response to unemployment requests. Forwards over appeals hearings request to the responsible party. Maintains privacy of employee, retiree, and applicant information, including confidentiality and protection of sensitive internal reports and information.
  • Coordinates the new hire experience and conducts onboarding. Interacts with new hires and works closely with hiring managers to onboard. Manages the onboarding process from communicating with new hires, to sending out correspondences and new hire documents, completes I-9 form and e-verify within a timely manner.
  • Responsible for providing the onboarding presentation and revising onboarding materials.
  • Provides general support to division/department/company such as:
  • Assists with community relations campaigns and events.
  • Assists with corporate training and completion of benchmark surveys.
  • Prepares purchase orders, processes invoices, and corresponds with vendors.
  • Assists with dissemination of announcements, information, changes (i.e., safety alerts, splicers, benefits updates, and sessions, etc.)
  • Maintains bulletin boards
  • Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.

BASIC QUALIFICATIONS:
Knowledge Requirements:

  • Bachelor’s degree in Human Resources strongly desired, or equivalent work experience.
  • Functional knowledge and proficiency in HR Management Systems
  • Knowledge of HR principles, employment laws and regulations
  • Technical aptitude and proficient in MS Office
  • Basic proficiency in the use of a wide range of audio-visual equipment (e.g. voice and video conferencing equipment)
  • Strong functional knowledge of general office procedures and practices
  • Basic principles of collective bargaining agreements

  • 3+ years of previous experience working in the field Human Resources HRIS experience preferred

Hiring Range: The hiring range for the Human Resources Service Center Representative position is $50,400.00 to $62,900.00. The person selected will be placed according to his/her skills and qualifications. The hiring supervisor is Kazu Hayashida.
