? If this sounds like you, Multnomah County is looking to hire you as an experienced Labor Relations Analyst to join its team in Central Human Resources.
This position serves as a strategic Labor Relations Analyst for Central Human Resources, with responsibility for supporting various labor relations stakeholders. The purpose of this position is to research, develop and implement Human Resources and Labor Relations initiatives, policies, and practices that contribute to positive labor and employee relations; and to provide consultation and guidance to management and non-management employees.
This role provides support to the Labor Relations team and members with the County’s collective bargaining teams. The incumbent will serve as back-up to the Central Human Resources Administrative Analyst Senior in maintaining the County’s Chief Human Resources Officer’s calendar and will schedule meetings for the Director and Labor Relations Managers, along with taking notes at the HR Executive Team meetings.

In this role, your responsibilities will include:
Labor Relations Support
  • Support Central Human Resources and department Human Resources Labor Relations staff members with collective bargaining, including research, scheduling, preparing documents, taking detailed minutes at bargaining sessions, communicating with stakeholders, assisting with contract implementation, maintaining bargaining files, drafting final proofs of settled contracts, and tracking action items.
  • Assist in the administration of various Labor Relations Programs: provide assistance and consultation to the Labor Relations unit, department HR, department managers and employees by researching applicable contracts, personnel rules, and administrative procedures, as well as serving as liaison for Labor Relations with the Workday, Benefits, and Payroll teams.
  • Communicate regularly with Union partners on information requests relating to reporting and research. Conduct detailed analysis of reports and other data sources to ensure information requests are correct and follow County rules and policies.
  • Serve as the point of entry for questions regarding Labor Relations, doing an initial assessment of assignment urgency and priority, and directing the customer to the assigned Labor Relations team member.
  • Work with HR managers and HR staff to assist in the resolution of HR issues; assist in the resolution of labor relations issues
  • Serve as back-up to the Central Human Resources Administrative Analyst Senior in maintaining the County’s Human Resources Officer’s calendar and taking notes at the HR Executive Team meetings.
HRIS System ~ Workday Reporting
  • Partner closely with the Workday HCM team to ensure compliance on collective bargaining agreement required reports and other data that is essential for research and reporting functions. Generate Workday reports for Labor Relations, union partners, and department human resources.
  • Research, compile, and summarize data from a variety of sources to support human resources functions such as labor relations, collective bargaining, prior union memorandums, determinations of employee seniority, discipline, and other areas of human resources. Use analytical data to answer specific questions.

Minimum Qualifications/Transferable Skills:
  • A Bachelor's Degree (We will consider equivalent work related experience in lieu of the degree).
  • One (1) year of experience in the field of human resources or labor relations that demonstrates the ability to perform the duties of the position.

Schedule: This position will be remote (with times of occasional on site work when needs arise). There may also be the opportunity of an alternative schedule (9/80’s or 4/10’s).
