Position: Human Resources Manager

Position Summary

Professional administrative work under the general direction of the Town Manager. This individual will serve as a member of the administrative team primarily responsible for overseeing the transactional processes of the Human Resources function and serving as the organizations main contact regarding human resources related matters. Coordinates and manages all human resources functional areas to include: recruitment & selection, new employee orientation, onboarding, employee relations, maintains personnel files and human resources templates, oversees administration of employee benefits and the retirement benefits, coordinates activities associated with the State Worker’s Compensation program, HR policy, EEO & diversity, classification & compensation and administers discipline policy. Provides ongoing analytical review of processes & procedures. An individual in this classification shall possess a working knowledge to perform tasks in all functional areas of Human Resources administration. The work requires the exercise of considerable discretion and independent judgment and is evaluated through observation, feedback, and results obtained.

EXAMPLES OF ESSENTIAL DUTIES

· Performs recruiting responsibilities including advertising, job posting and application processing. Identifies effective recruiting sources and maintains a viable application process in the changing legal and social media environment. Assists with the updates and maintenance of social media platforms in use.

· Manages the interview and hiring process ensuring compliance with state and federal guidelines. Prepares interview documents, reviews applicable testing content, verifies minimum qualifications. Conducts new employee orientation for processing new hire paperwork and participates in the organizations on-boarding presentations.

· Coordinates and partners with the benefit consultant/broker to provide and process employee data and information regarding the employer group health benefit program to include medical, dental, life, and supplemental insurance. Serves as in-house point of contact for employees with questions regarding benefits.

· Processes human resources transactions, implements programs and procedures to ensure compliance with applicable laws, regulations, guidelines and policies.

· Processes and reports Workers’ Compensation injuries and accidents. Maintains Workers’ Compensation records, follows case progression and communicates with management to arrange for light duty assignments and staff replacement.

· Serves as employee contact for information and interpretation of personnel policy, Group Health Insurance programs and other supplemental fringe benefits. Provides employee guidance, assistance and follow-up on policies, procedures, and documentation.

· Leads, participates and assists department managers in employee relations issues such as discipline, grievance procedures, personnel inquiries and employee investigations.

· Manages classification and compensation processes, conducts market surveys, creates, edits and maintains job descriptions as needed. Conducts job analysis when required.

· Administers Drug-free Workplace policy.

Performs other duties assigned as related to the job class.

REQUIREMENTS

Education and Experience:

Bachelor’s degree in a Human Resources academic discipline or related field supplemented by three (3) years of progressively responsible level experience in a Human Resources position, preferably in the public sector. PHR, SHRM-CP or Public Personnel certification desired but not required. Specific human resources experience as defined in this classification may substitute on a year for year basis for the required education.

Knowledge, Skills and Abilities:

  • Knowledge of federal and state employment and benefit laws, such as ADAA, FLSA, FMLA, HIPAA, wage & hour laws and Veterans Preference.
  • Knowledge of Human Resource Management principles and practices.
  • Knowledge of compensation, benefits and insurance principles and practices.
  • Knowledge of recent employment and compliance developments; current literature and sources of information in the field of human resources management.
  • Knowledge of statistical reporting venues, concepts and methods.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to take the lead and provide technical direction in one or more specialized areas of human resources.
  • Ability to exercise tact, discretion and independent judgment.
  • Ability to develop and maintain effective working relationships.
  • Ability to practice effective customer service techniques.
  • Skill in the use of computers, software programs and data-base systems.
  • Skill in creating correspondence and writing policy.

Physical Requirements:

Task involves some physical effort in standing, bending, stooping, stretching and walking, or frequent moderate lifting (30 pounds); and standard dexterity in the use of fingers, limbs, or body in the operation of shop or office equipment. Task may involve extended periods of time at a keyboard.

Environmental Requirements:

Task is regularly performed without exposure to adverse environmental conditions.

Sensory Requirements:

Task requires sound perception and discrimination.

Task requires visual perception and discrimination.

Task requires oral communications ability.

Job Type: Full-time

Pay: $75,000.00 - $80,000.00 per year
