STATUS: Temporary WITH Benefits (1.0 FTE)
SALARY: $4,337 per month at 1.0 FTE | SR20 | BU73
LOCATION: Samuel Mahelona Memorial Hospital – Kapa’a, Kaua’i, HI
This position is located in the Human Resources department at Samuel Mahelona Memorial Hospital (SMMH) of the Hawai’i Health Systems Corporation (HHSC) Kaua’i Region. SMMH, along with Kaua’i Veterans Memorial Hospital (KVMH) and The Kaua’i Region Clinics, which consists of The Clinic at Waimea, The Clinic at Port Allen, The Clinic at Kalāheo, The Specialty Clinic at Kalāheo, The Clinic/Urgent Care at Po’ipū, and The Clinic at Kapa’a, are all part of a public benefit corporation of the State of Hawai’i.
The Human Resources department is responsible to administer the human resources programs for the Kaua’i Region. This includes human resources management, State human resources rules and regulations, collective bargaining contracts, and maintenance of human resources records and transactions. The unit provides service to line managers in the areas of labor relations, recruitment & examination, classification & compensation, administrative services, workers’ compensation and safety, and laws/regulations that impact the employer/employee relationship.
JOB FUNCTIONS: The primary purpose of this position is to perform a variety of human resources duties and responsibilities for the Kaua’i Region. This includes, but is not limited to, labor relations, investigations, workers’ compensation, administrative reviews, handling of complaints, and assisting in other HR functions such as recruitment, classification and compensation, transactions, and employee benefits. This position requires travel to all facilities within the Kaua’i Region. The HR Specialist III reports directly to the Regional Chief Human Resources Officer (RCHRO) or its designee.

MINIMUM QUALIFICATIONS REQUIREMENTS
To qualify, you must meet all of the following requirements. Please note that unless specifically indicated, the required education and experience are credited based on a 40-hour workweek.
Education: Graduation from an accredited college or university with a bachelor’s degree.
Specialized Experience: One and one half (1-1/2) years of specialized experience in any one or any combination of the following: recruitment, placement, examination, position classification, pay or wage administration, employee management relations and services, employee development, personnel program development and services, labor relations, and personnel research.
Supervisory Aptitude: the demonstration of aptitude or potential for the performance of supervisory duties through the successful completion of regular or special assignments which involve some supervisory responsibilities or aspects; by serving as a group or team leader, or in similar work in which opportunities for demonstrating supervisory capabilities exist; by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or by favorable appraisals by a supervisor indicating the possession of supervisory potential.
DESIRED SKILLS & ABILITIES
Knowledge of: Knowledge of the functions and organization of State government; public personnel administration principles, practices, and techniques; comprehensive knowledge of the operations, policies, and legal requirements; and techniques of HHSC’s personnel program and the relationship of the HHSC’s personnel program to other personnel organizations of the State. Must have a thorough understanding of personnel evaluation techniques and the ability to deal effectively with management.
Ability to: Ability to apply sound administrative principles and techniques; to analyze, evaluate and draw sound conclusions from available data; to present facts clearly both orally and in writing; to exercise judgment, tack, and discretion in analyzing and explaining policies and procedures; analyze, evaluate, and make sound decisions on complex problems; ability to write clear, concise reports and recommendations; and the ability to establish and maintain effective working relationships with hospital officials, employees, and the general public
COVID-19 VACCINATION REQUIREMENT
COVID-19 vaccination is a condition of employment for Hawai’i Health Systems Corporation. After receiving a conditional offer of employment, all prospective new HHSC employees are required to be fully vaccinated against COVID-19.
