Introduction


The Wisconsin DNR Division of Public Safety Resource Protection is hiring a Hunter Education Administrator (Lieutenant) within the Division.

Currently, the division has an opening for an administrative warden with statewide responsibility covering the Madison-Central Office (Dane County), Madison-Darwin Road (Dane County), Fitchburg (Dane County), Green Bay (Brown County), Oshkosh (Winnebago County), Wautoma (Waushara County), Waukesha (Waukesha County), Spooner (Washburn County) and Rhinelander (Oneida County).

Other DNR office locations statewide may be possible based on space availability and managerial approval. The person assigned to this role must live within 50 miles of their assigned administrative office

Position Summary


This position is located within the Division of Public Safety Resource Protection (DPSRP), Recreational Safety and Outdoor Skills (RSOS) Section. The incumbent administers and provides leadership to the comprehensive statewide hunter education and bowhunter education programs. The Hunter Education Administrator (HEA) administers all aspect of the hunter education program including the student courses, course delivery, volunteer instructor corps, PR grant funding and obligations, program legislative aspects and budgets, hunting incident training, enforcement of associated rules and regulations (to include state owned shooting ranges) and operations and marketing. This position directs policy development, establishes priorities, budget justification, annual and long-range plans, educational goals, objectives, and work plans for these statewide programs. This position reviews existing and proposed statutes, administrative codes, manual codes, and policy. This position analyzes, evaluates, and recommends changes that impact the HE program and direction.

This position is an integral part of the Section and R3 Team and is responsible for providing consistent, effective, and accessible hunter education certification. The position advises the R3 team supervisor, section chief, deputy chief (s) and chief warden and provide programmatic leadership and direction to DPSPR conservation wardens, outdoor skills trainers, volunteer hunter education instructors and the public. Special Notes: To be a law enforcement officer in Wisconsin for the Wisconsin DNR you must:

  • Candidate must be at least 21 years of age by the time of appointment
  • Candidate must have no unpardoned felony or domestic violence convictions
  • Must possess 60 college credits from an accredited institution, or be able to obtain them within your first five years of employment or possess a college credit waiver from the Wisconsin Department of Justice
  • Must be able to meet Wisconsin Law Enforcement Standards Board certification requirements as a law enforcement officer or eligible for certification through State of Wisconsin Department of Justice reciprocity testing procedures
  • Applicant must posses or be eligible to obtain a valid Wisconsin driver’s license that meets DOA Fleet / Risk Management standards with no OWI convictions within one year, and no more than 2 moving violations or at fault accidents within the past two years
  • Upon appointment, all applicants must possess certification in Hunting, ATV, Boating, and Snowmobile Safety. Online courses available at Safety education - Wisconsin DNR.
  • The successful candidate may be required to attend a DNR sponsored law enforcement academy as well as participate in field training requirements and specialized trainings and specialized trainings.

Additionally, appointment may be subject to successful completion of the following 1) physical fitness assessments; 2) background investigation; and 3) psychological testing, drug screen and medical examinations.

Salary Information


Starting pay is $35 - $40.96 per hour ($72,800 - $85,196.80 annually).

Pay on appointment for current or former state employees is based on the State Compensation Plan.

A 12-month probationary period may be required.

Job Details


Employment will require the selected candidate to pass a background check. DNR does not sponsor work visas, thus, in compliance with federal law, all persons hired will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

Qualifications


Please make sure to describe the following qualifications within your resume and/or letter of qualifications in order to be considered for this position:

Required qualifications include the following:

  • Occupational experience as a certified law enforcement officer. (Meets the Wisconsin Law Enforcement Standards Board certification requirements as a current law enforcement officer or is eligible for certification through State of Wisconsin Department of Justice reciprocity testing procedures)
  • Outdoor Recreation Experience [participation in outdoor hobbies like hunting, recreational shooting sports, boating, ATV/UTV operation, snowmobiling, etc. Certification, training, or education in outdoor recreational activities]
  • Volunteer experience leading, teaching, training, coordinating and organizing community organizations, civic groups or service organizations.
  • Experience collaborating and working across factions with interagency customers, or internal and external customers or partners, volunteers, working with teams or team sports, etc.

Best-qualified applicants will also have the following preferred qualifications:

  • Experience enforcing and investigating natural resources, hunting, shooting range and/or recreational vehicle laws.
  • Experience developing and managing budgets/grants for a program or initiative.
  • Experience teaching, training, guiding, mentoring or coaching others (professionally).
  • Experience establishing annual or long-term planning and objectives for a program or initiative.
  • Education in law enforcement, natural resources/natural sciences, outdoor recreation, hunter education, shooting sports or related field.
  • Experience with project management (e.g. logistics management, management or coordination of large projects or initiatives, working with budgets and grants).
  • Law enforcement experience (e.g. ride a-longs, internships, law interpretation, education, enforcement, natural resources law enforcement, training, etc.).
  • Experience providing and or supporting the hunter education program and its volunteers.
