The IT Team of the Forest Practices Division is seeking journey level Information Technology Business Analyst. The duty station for this position is the Natural Resources Building in Olympia however telework is currently common practice.

This position is key in the planning, designing, developing and deploying the business and operations systems in support of core organizational functions and business processes for Forest Practices IT projects. This position is the key liaison between business stakeholders and central IT division development team. This position has the responsibility to lead cross-functional teams and adhere to agile Software Development Life Cycle (SDLC) control guidelines throughout the full systems development life cycle. The position documents core functionality and enhancements of all FP Program information systems.

This position also acts as the system administrator for the current statewide Forest Practices Application Review system (FPARS) and for A new system that will replace FPARS. This position has the opportunity to meet program staff, landowners and stakeholders from the tribes and other state agencies and build relationships through understanding and documenting their business needs of the new system.

FPARS currently includes a Forest Practices Application Tracking system that includes tabular and spatial data, an ESRI ArcServer mapping component, Forest Practices Activity Mapping Tool, and the enforcement tracking component - Forest Practices Enforcement Tracking System. This position ensures FPARS fulfills the regulatory responsibility for this statewide program in the review of applications within the 48-hour mandate and by providing access for stakeholders and the public.

In both the current and new system this position administers stakeholder accounts and assures systems are working properly by developing and implementing QA/QC procedures. The position will create, test and implement minor functionality changes as well as modify existing functionality in the new Salesforce system that will replace FPARS. This position also fulfills data requests and works with IT Division staff to create reporting functionality for others to use.

Qualifications

Required Qualifications:

  • A Bachelor of Science degree in computer science, information systems, or related field. May substitute 6 years of experience for education.
  • 4+ years of IT business analysis experience designing, building, and deploying enterprise technology solutions for high-risk/high visibility projects.
  • 4+ years of software requirement elicitation (translation of business needs into technical specifications) working with complex workflows and business rules.
  • Expertise and practical working knowledge of basic database management, data modeling, and process modeling principles.

Desired Qualifications:
  • Experience in the business domain of Forestry, Natural Resources Management or closely related field.
  • Completion of a certificate or other program in project management (e.g. Scrum Master, Product Owner, PMP).
  • Experience with the Salesforce platform including account creation and maintenance, report, form and dashboard creation and minor additions or modification to the data model and pages.
  • Demonstrated ability to work independently with little supervision.
  • Highly motivated toward accomplishing set goals.
  • Works well independently and effectively manages multiple tasks at different stages.
