The Information Security & Response (ISR) Division provides cybersecurity, information technology, and a messaging capability to support the integrity of the election process within Washington. The ISR Division has 12 employees who report to the ISR Director. These employees are based in either an Olympia-area facility, a Secretary of State facility within the State of Washington, or a remote work environment due to market circumstances and space limitations.


IT Project Manager - Senior
Permanent, Full Time

The Information Security (IS) Project Manager reports to the Chief Information Security Officer, who manages the Information Security Team. The ISPM does not have any direct reports but manages projects and directs tasks of staff assigned to those projects as they relate to the specific project.

The Information Security Project Manager (ISPM) provides technical project management for the security of the Office of the Secretary of State (OSOS) information systems, including, but not limited to, the federally designated "critical infrastructure" elections systems, the Corporations and Charities Filing System (CCFS), and the office Exchange email system.

The ISR Project Manager is a senior project management specialist and advises the ISR leadership, elections officials, and county IT professionals on cybersecurity projects. The IS PM also reviews and assesses all proposed cybersecurity projects, provides technical assessments and recommendations to OSOS leadership, and implements proper security measures to meet established legislation and policy.

Duties

Oversees project budgets, work plans, timelines and work performed by project resources

Tasks:


  • Manages vendor resources and vendor relationships
  • Assesses project deliverables for completeness and satisfaction of contractual definition
  • Initiates corrective and (vendor) disciplinary actions to improve project performance
  • Manages project stakeholder perception
  • Maintains project communications with project sponsors, resources, stakeholders and customers

Duty:
Sets goals and directions for project resources

Tasks:
  • Identifies tasks required to accomplish goals; tracks project milestones and deliverables
  • Encourages and influences project teams to adopt project purposes (project resources may be internal, inter-office or vendor)
  • Develops and manages procurement plans, documents, and contracts
  • Reviews invoices and recommends payment approval in compliance with contractual definitions
  • Develops and executes project messaging and communication plans (may include written communication, oral presentation, and technical/quantitative analysis to audiences ranging from executive to staff level; internal and external; one-on-one, small or large groups)

Determines outcomes and resources needed to achieve long-term goals

Tasks:
  • Aligns and allocates resources (technical and business-line) to accomplish identified goals
  • Mitigates risks by analyzing and interpreting technical information, anticipating risk factors and developing preventative and contingency plans
  • Conducts business analysis for projects; prepares accurate and detailed requirement specifications documents, user interface guides, and functional specification documents; designs and executes test scripts and scenarios
  • Identifies stakeholder project dependencies
  • Develops and implements stakeholder management plans

Recommends tactical approach for accomplishing strategic technology goals

Tasks:
  • Develops project budgets, work plans, timelines and objectives with measurable performance standards
  • Conducts meetings with project team, senior management and stakeholders

Qualifications

Required Qualifications:

  • Eight years of information technology experience including the management of multi-faceted IT projects, with a proven track record in directing projects from start to finish. Must be able to engage stakeholders during all phases of the project and develop the specifications needed to ensure proper project direction, based on the office needs, and all available technologies
  • At least 1 year of experience must be independently working on an IT assignment or project that impacted a division, large workgroup, or single business function

Desired Qualifications:
  • Successful completion of at least one broad IT project
  • Experience managing directly or indirectly vendor, stakeholders, and user groups
  • Experience analyzing and managing business process data
  • Certification in Washington State procurement and contracting regulations and processes
  • Experience summarizing and analyzing data

Working Conditions
In this position, the incumbent works primarily in an office setting, which will require the ability to sit and/or stand for extended periods of time. The standard work hours are Monday-Friday 8am - 5pm; however, work can be required outside of standard hours to include evenings, weekends, and holidays. Regular travel to local offices is required and occasional travel to county offices is required. The incumbent in this position must be able to represent the Office of the Secretary of State in a competent, confident, and professional manner, including professional dress, and be able to clearly and effectively communicate ideas and information both verbally and in writing, and work successfully with a wide variety of people in a team environment. The incumbent in this position must have the ability to listen attentively, identify issues, provide options, address requests and resolve complaints or conflicts.
