Job Duties

Under general direction, the incumbent independently performs the more responsible, complex and varied day-to-day activities associated with grant and loan closing including analysis of financing documents and preparation of grant and loan closing documents functions which include the more responsible, varied, and technically difficult, developmental, or analytical assignments. Up to 15% overnight travel throughout the state may be required.

Essential Functions

Evaluate and analyze complex financing documents from other lenders, prepare clear, concise reports; develop budgets, cash flow projections, environmental assessments, title reports, investor agreements, and similar items; negotiate and structure projects with developers and other funding sources to prepare the project for loan closing.

Review complex Regulatory Agreements, Loan Agreements, Development Agreements, Covenants and Escrow Instructions to verify accuracy, ensure compliance and complete loan closing documents. Coordinate difficult loan closings and other transactions with the Legal Affairs Division. Review, analyze supporting documents in support of approving grant disbursements and process those disbursements.

Participate in the construction loan closing process by reviewing complex loan/and or grant documents, monitoring project status, analyzing project modifications to present to Internal or External Loan Committees.

Respond to difficult or sensitive questions by sponsors, developers, lenders, and units of local government and provide technical assistance and consultative assistance to project sponsors in person, over the phone and in writing.

Work under tight schedules and deadlines to monitor project progress through escrow, construction, and rent up. Maintain or coordinate fiscal records to ensure proper use of funds or return of unused funds to the Program. Process file transfers to the Asset Management and Compliance Branch.

Collaborates with other sections of the Division of Financial Assistance and within the Department by performing program design and problem resolution in the development of Notice of Funding Availability, Application, and other program documents.

Evaluate program guidelines and housing-related policies to ensure compliance and protect State security, business process improvement services or adapt to changes in law or Division policy and provide better consistency and coordination between the programs. Input material into Departmental database systems.

Perform other job-related duties as required.

Pay: $5,793.00 - $7,256.00 per month
