Job Description:
OBAN is seeking a Junior Payroll Specialist to join its Federal customer.

  • Work independently to resolve transactions and complex cases such as: process historical corrections, calculate and process manual payments, calculate and process internal agency debts, calculate and process no pay cases, and perform leave and Voluntary Leave Transfer Program (VLTP) audits.
  • Responsible for performing research and analysis on employee personnel and payroll records and identifying root causes of issues.
  • Participates in the design of operational solutions, providing functional knowledge to process improvement, training, or technology team members.
  • Advises and leads junior staff in the completion of tasks.
  • Process all payroll documents and changes for the applicable system(s) or record.
  • Complete accurate payroll transactions utilizing the applicable system(s) or record.
  • Process manual payments as required.
  • Review, analyze, correct, and reconcile leave utilizing reports.
  • Identify “no-pay” situations and notify leadership.
  • Typically performs all functional duties independently.

Qualifications:

  • Minimum of three (3) years of Compensation, Benefits, and Job Analysis Specialist experience.
  • Candidate must be able to lead and train a team of 2-3 junior-level employees.
  • Apply logic to operational scenarios and is responsible for learning the basic operational processes on his or her respective team.
  • Ability to work independently to complete the following types of work: payroll documents, statement of earnings and leave correction submissions.
  • Ability to collaborate with others to determine the resolution to inquiries.
  • Proven experience working in a professional environment to perform payroll research and discrepancies, process recertification, process leave adjustments, process VLTP donations, process non-pay impacting personnel actions, correcting SINQ errors, process Federal Employee Health Benefits (FEHB), Federal Employees' Group Life Insurance (FEGLI), and Thrift Savings Plan (TSP) elections or changes.
  • Must be proficient in the use of Microsoft Office Suite (Word, Excel, and PowerPoint).
  • Must be able to obtain and maintain the required government security check.

Education:
Bachelor’s degree preferred.
