What You’ll Get to Do:
Do you want to help ensure the security of the United States? A primary mission of The Nevada National Security Site (NNSS) is to help ensure that the nation's nuclear weapons stockpile remains safe, reliable, and secure from our from our enemies. The NNSS and its related facilities help ensure the security of the United States and its allies by: supporting the stewardship of the nation’s nuclear deterrent; providing nuclear and radiological emergency response capabilities and training; contributing to key nonproliferation and arms control initiatives; executing national-level experiments in support of the National Laboratories; working with national security customers and other federal agencies on important national security activities; and providing long-term environmental stewardship of the NNSS’s Cold War legacy. We’re looking for Subcontract specialist 4 that will actively participate as a procurement subject matter expert as part of an integrated project team (IPT) in the development, review, evaluation of various technical/procurement specifications (e.g., statement of work, SOW), and determination of appropriate subcontract type, for creation and issuance of solicitations to potential suppliers. You will work all aspects of implementing compliant procurements in accordance with their approved procurement system. Provide resolutions to an assortment of problems of moderately complex scope and will contribute to the fulfillment of projects and organizational objectives. Complete work and methods used, are reviewed for technical accuracy. .
More About the Role:
As a Contract Specialist Team Lead you will:
- Anticipate and resolve complex issues in creative and effective ways
- Develop and document summaries of the solicitation and award process including a sound justification for price
- Effectively work with the Office of General Counsel for the prevention and resolution of subcontract issues and disputes\Create adequate NNSA consent packages and manage the approval process through successful completion
- Providing mentorship for junior staff and peer review, as necessary
- Provide functional and operational direction to assigned Procurement Specialists and procurement support personnel
- Perform the formation, bid, evaluation, award, administration, and closeout of various types of large, highly complex purchase orders/subcontracts for goods and/or services
- Anticipate and resolve complex issues in creative and effective ways
- Participate in long-term planning activities with functional organizations involving multiple procurements requiring knowledge of acquisition strategies, procurement staffing capabilities and lead time requirements
- Effectively work with Legal Counsel in the prevention and resolution of subcontract issues and disputes
Additional Team Lead responsibilities include:
- Mentor team members and guide employee development
- Ensure CACI policies (Timecard, Touchpoints, Compliance, etc) are met
You’ll Bring These Qualifications:
- Typically requires a bachelor’s degree and a minimum (12) twelve years of related experience, or an equivalent combination of education and experience.
- Highly experienced in the formation and administration of large, complex subcontracts.
- Expert in procurement regulations, policies and procedures.
- Working knowledge of change management procedures pertaining to requests for proposals (RFPs) and modifications to purchase orders/subcontracts, and dispute resolution;
- Demonstrated experience in commercial and/or government subcontracting;
- Demonstrated experience in the formation, negotiation, award, and administration of all types of purchase orders/subcontracts within a multi-functional environment;
- Demonstrated experience in developing and negotiating a variety of contract/subcontract types, fee arrangements, terms, and conditions;
- Demonstrated ability to interface with individual customers representing one or more affected organizations
- Ability to effectively communicate in both an oral and written manner with both internal and external customers of varying professional level; and Ability to work in a fast paced, ever changing environment with numerous deadlines and expectations
These Qualifications Would be Nice to Have:
- Experience managing a team of procurement professioanls
- DAWIA certification in contracting or FAC-C
- Demonstrated experience with automated purchasing systems
- Recent hands-on experience in Federal subcontract management
