GENERAL SUMMARY
Responsible for acquisition, management, maintenance, marketing and sale of all SLDC owned property.
Oversees the donation and court confirmation of all LRA properties, the negotiation and acquisition of
LCRA and PIE properties and their documenting and recording of titles. Oversees the proper
maintenance of all property. Works with other City development departments to ensure the sale of
property is consistent with policy and plans. Provides the member Boards of Commissioners, City
departments and the public with information on real estate sales and leases within the City of St. Louis
involving SLDC owned property and privately owned property.


ESSENTIAL JOB FUNCTIONS

  • Responsible for leading acquisition of property within a project area.
  • Responsible for the preparation of cost estimates of all real estate acquisitions and dispositions.
  • Obtain necessary professional services for the acquisition and disposition of properties within project area.
  • Provide agency staff, other City departments and the general public with information about SLDC owned property, tax suit property and private property available for sale.
  • Oversee record keeping of SLDC owned property.
  • Oversee maintenance and property management, including board-up, demolition, lot clean up community gardening and weed cutting.
  • Oversee confirmation of tax suit properties.
  • Oversee training, job performance and evaluation of employees of Real Estate Department
  • Coordinate efforts with other City departments and agencies.
  • A partnership with Real Estate Director, complete preparation of LRA Commission agenda and preparation of real estate matters needing approval of the LCRA and PIE Board of Commissioners.

CONDITIONS OF EMPLOYMENT:

  • Requires Saint Louis City residency.
  • WORKING CONDITIONS AND PHYSICAL EFFORT:
  • Work is normally performed in a typical interior/office work environment.
  • Requires the ability to lift and carry files/papers of up to twenty pounds.
  • Requires the ability to stoop, bend, and crouch.
  • Requires the ability to distinguish objects clearly in near vision for writing and computer work.

College degree in Business Administration or related field (Masters preferred) plus 5 years experience in the general field of real estate, or ten additional years experience may substitute for education. Knowledge of appraisal of all types of real estate. Missouri licensed real estate broker with knowledge of banking procedures, consumer financing and knowledge of conventional and FHA real estate development. Must be familiar with examining and analyzing deeds of trust, title certificates and leases. Knowledge is required of real estate sales procedures, techniques, and closing practices. Must be able to read and interpret land surveys and redeveloper site plans, blueprints and specifications and be in a position to determine the appearance, type, and quality of the completed developments. Must be familiar with and should have at least one year of practical experience in all phases of property management including renting, rent collection and filing eviction suits and be thoroughly familiar with HUD sponsored real estate transactions. Knowledge of all techniques employed in the maintenance and repair of property and procedures utilized in connection with utilities is required.
