Work is performed under the general supervision of the Assistant Streets & Stormwater Management Superintendent. Performs supervisory work and gives technical direction in the repair and/or replacement of various components within the stormwater system. Supervises the cleaning and televising of the City's stormwater drainage system. Monitors and inspects all "no dig" repairs and/or renovations to the Streets & Stormwater drainage system. Position requires applicant to be thoroughly familiar with all aspects of the Streets & Stormwaters day-to-day operations. Position requires that applicant be familiar with such equipment as the stormwater cleaning ("jet-vac") truck and the stormwater inspection television camera truck. This position requires the employee to exercise a certain amount of independent judgement based on technical knowledge, technical skill, and safe work practices.

Performs supervisory work and gives technical direction to crews including semi skilled employees. Incumbents exercise some independent judgment in the scheduling and development of tasks, working within established departmental standards and City rules and regulations.

Due to the nature of the Streets & Stormwater Divisions work, it may be necessary at times to work through normal lunch and break periods if customers are without service or until service is restored or within an acceptable time-frame. It may also be required at times to work unscheduled overtime in order to restore service. Performs other tasks as requested. Position requires applicant to participate in emergency after hours on call rotation.

Examples of Duties

  • Gives technical direction and supervises personnel in the construction, repair and/or replacement of various components within the Streets & Stormwater drainage system.
  • Gives technical direction and supervises the cleaning and televising of Streets & Stormwater drainage system.
  • Assesses and assumes responsibility for assigned work. This includes obtaining manpower, materials, and equipment through proper channels.
  • Collects and records work order information, GIS points and configurations of the stormwater network through the use of software and equipment such as computers, tablets, phones and other electronic devices.
  • Accesses and navigates software applications including the City's GIS and work order systems to obtain stormwater network information including layout and location, work history and asset information,
  • Assumes responsibility for safely setting up, maintaining, and breaking down job site for the protection of employees and general public.
  • Inspects Streets & Stormwater drainage systems, and manholes, and make recommendations for acceptance and/or repairs.
  • Assist in the repair of Streets & Stormwater drainage systems, manholes, and catch basins.
  • Assist in the inspection and subsequent reporting of all deficiencies found on new construction "as-built" plans.
  • Keeps pertinent records and information on each job.
  • Coordinates and monitors contractors involved in Capital Improvement Projects and/or other Streets & Stormwater related work.
  • Supervises personnel at work sites, providing instruction and assisting with more difficult tasks; reviews work of crews for proper performance.
  • Coordinates and assists with maintaining streets, curbs, gutters and sidewalks.
  • Inventories supplies and orders supplies/materials needed for specific jobs for day to day maintenance and repair activities.
  • Operates and instructs in the operation of all heavy equipment as may be required.
  • Completes plan reviews for the Streets & Stormwater Division and attends meetings concerning these plan reviews as required.

Minimum Qualifications

  • High School Diploma or G.E.D. (Proof must be uploaded with application).

  • Five (5) years of related experience required.


  • Possession and maintenance of a valid Florida Department of Transportation Approved Maintenance of Traffic Intermediate Certification.

  • Valid State of Florida Class "A" Commercial Driver's License with air brakes endorsement. Applicants who do not currently possess a Class "A" CDL with air brake endorsement must acquire a learner's permit within 3 months of hire and obtain the license within 6 months of hire. Applicants who possess an out of state Class "A" commercial driver's license with air brakes must obtain the Florida License within 10 days of employment. Applicant may be required to obtain specific endorsements upon request of the Division.

Knowledge, Skills and Abilities

  • Thorough knowledge with all aspects of the Streets & Stormwater day-to-day operations.
  • Thorough knowledge with all aspects of the construction, maintenance repair, and operation of the Streets & Stormwater drainage systems or comparable systems.
  • Thorough knowledge with all types of "no dig" repair/renovation methods as related to Streets & Stormwater drainage systems.
  • Knowledge of and skill in methods, materials, and techniques used in the construction, repair, and maintenance of stormwater collection systems.
  • Knowledge of occupational safety rules and practices, as they relate to the cleaning, televising, and repair of stormwater collection systems.
  • Knowledge of the principles and skilled in the practices of stormwater main construction, cleaning, televising, and repair techniques.
  • Knowledge and skill in modern management methods and practices.
  • Knowledge and ability to implement occupational safety rules and safety procedures as they relate to stormwater systems.
  • Ability and skill to work from and to interpret plans/profile prints and maps.
  • Ability and skill to supervise and direct the activities of subordinates.
  • Ability to establish and maintain an effective working relationship with other employees and the general public.
  • Ability to follow oral and written instructions.
  • Ability and skill to generate and communicate through written reports and memos.
  • Knowledge and skill in the accurate use of surveying equipment.
  • Knowledge of and skill in the set-up and operation of well point systems, by-pass pumping systems, and trench shoring equipment.
  • Knowledge of and ability to implement FDOT work zone traffic control.
  • Ability to communicate and understand instructions and directions given in the English language and spoken in a normal tone of voice with someone face-to-face, over telephone and over two-way radio. Hear and issue verbal warnings and basic instructions while working in noisy environments, confined spaces or in the immediate vicinity of heavy equipment.
  • Ability to write up work orders, warehouse materials requisitions, vehicle service forms, and technical memos in a legible and understandable manner.
  • Ability to type on a computer keyboard and use touch tone telephone dialing keys in an efficient manner.
  • Ability to work while bending, kneeling, stooping, standing, sitting, and/or stretching. May be required to move laterally in any of the above mentioned position or stand on a ladder.
  • Ability to walk over and around cluttered work areas and uneven surfaces. Climb up and down ladders and/or steep inclines. Work while standing on uneven and/or wet surfaces.
  • Ability and willingness to enter and work in confined spaces such as catch basins, manholes, dry pits, and excavated holes/ditches. At times such work may continue for extended periods.
  • Ability to work during night and/or early morning hours or for extended periods of time as required.
  • Ability to work for extended periods in all weather conditions.
  • Ability to maintain a professional attitude while working in close proximity with others in confined spaces and/or under situations of duress.
  • Ability to communicate in a professional manner with the general public, contractors, engineers, developers, and regulatory officials.
  • Ability to issue directives and constructive criticism to subordinates.
  • Ability to receive directions and incorporate constructive criticism from departmental management.
  • Ability to walk distances up to one mile while inspecting new stormwater systems or during locates.
  • Ability to work in and around such damp, wet and muddy conditions that are created by stormwater main breaks.
  • Ability to give and understand assorted and various hand signals as they relate to the operation of heavy construction equipment.
