Summary

The Department of Facilities is seeking a Maintenance Technician III with advanced ability to perform and lead crews in a variety of building maintenance, repair and construction tasks within the County's office buildings and facilities in West Chester. This position is responsible to lead and perform tasks for maintaining the County's office buildings (structures, interior/exterior, and all mechanical, electrical and plumbing systems, etc.), grounds, and equipment, and ensuring that the facilities are in good operating condition, neat, clean, safe and suitable for use by the public and employees. Trade school or equivalent training and advanced skills and knowledge in at least one of the following is required: plumbing, electrical, HVAC, carpentry, drywall, painting, and snow removal, etc. The applicant must have the ability to operate tools and equipment of the trade and perform other duties, tasks and special projects, as required. This position is classified as an essential employee and may be required to work when County offices are officially closed due to inclement weather, natural disaster and other emergency situations, etc., and to work beyond normal hours, on weekends and/or holidays, as required. Applicant must have High School diploma or General Education Degree (GED), trade school or equivalent training, and at least 5 years experience in one or more advanced skills trade and a valid driver's license. Snow removal experience a plus.

This position is classified as an essential employee and may be required to work when the County offices are officially closed due to inclement weather, natural disaster, other emergency situations, etc., This position may occasionally be required to work beyond normal hours, on weekends and/or holidays. A valid driver’s license is required.

Requires completing documentation granting permission for the County of Chester to obtain a 3-year Motor Vehicle Record (MVR).

Criminal background check is required.


Essential Duties

  • Conduct building or parks/trails maintenance by supervising and/or performing periodic checks of all buildings and facilities (indoor and outdoor and performing repairs to all structures and ensure proper maintenance of facilities, restrooms, offices, pavilions, garage areas, etc.
  • Conduct and lead general repairs, maintenance, and construction projects, requiring experienced trade skills, e.g.:
  • Electrical, plumbing, waterline repairs, mechanical work, repair or replacement of faulty equipment, etc.
  • Carpentry, construction, Finish work.
  • Change belts, filters, replace light fixtures and perform routine HVAC repairs and maintenance.
  • Landscape management and grounds maintenance (e.g., mowing; weeding; trash pickup; mulching; planting and removing trees, bushes, flowers; road, parking lots, trail and culvert maintenance and repair, etc.).
  • Masonry, concreate and/or asphalt repairs.
  • Metal work, welding, etc.
  • Special event set-up and break-down.
  • Demonstrate and instruct staff in the proper use of tools, equipment and techniques involved in construction, repairs, and maintenance and ensure the implementation of all safety instructions and use of protective apparel when using tools and equipment.
  • Operate and maintain hand tools, power tools, small and heavy equipment, and other related grounds, maintenance and excavation equipment.
  • Assist with budget preparation.
  • Assist with the coordination and execution of special events.
  • Assist with the development and implementation of a maintenance management plans.
  • Assist with developing and implementing daily, weekly, monthly and annual work schedules.
  • Maintain and update all records on maintenance, repairs, and construction activities.
  • Maintain a complete inventory of parts and supplies and replenish stock, as needed.
  • Provide maintenance and general repairs on tools and equipment and maintain records of all work performed.
  • Understanding of environmental impacts as related to facilities management.
  • Supervise safety and performance of job crews
  • Perform other duties, tasks and special projects, as required.
  • Ability to obtain pesticide application certification.
  • Coordination of set-up and break-down for special events and programs relevant to the department.
  • Perform all necessary snow and ice removal as required.

Qualifications/Preferred Skills, Knowledge & Experience

Qualifications / Requirements:
  • High School Diploma or General Education Degree (GED).
  • Trade school or equivalent training and working knowledge and applied professional experience in one or more relevant trade skills (above).
  • Five years of experience applying advanced trade skills in commercial, industrial or institutional building and/or parks or other relevant maintenance environment.
  • Advanced knowledge and ability to operate a wide variety of small and heavy equipment.
  • Ability to communicate in a clear and appropriate manner.
  • Ability to establish priorities, work independently and proceed with objectives with little or no supervision.
  • Ability to participate as a team player and a leader.
  • Ability to solve problems.
  • Strong organizational skills.
  • Accurate and detail oriented.
  • Excellent customer service skills and/or experience.
  • Manual dexterity.
  • Ability to work extended hours, weekends, or holidays as required.

  • A valid driver’s license is required.

Preferred Skills, Knowledge & Experience:
  • Advanced skills in two or more trades.
  • Knowledge of day-to-day operation of County facilities.
  • Supervisory experience.
  • Ability to understand and carry out written or verbal instructions.
  • Ability to use all machines and equipment related to the upkeep of county facilities
  • Easily adapts to changes in the work environment.
  • Knowledge of County and department policies and procedures.
  • Ability to read and understand basic construction drawings and specifications.
  • Ability to use range finding and distance measuring/leveling instruments.
  • Valid CDL Class A or B driver’s license may be needed depending on job assignment.

Computer Skills:
To perform this job successfully, an individual should have:
  • Basic knowledge and use of computers and the internet.
  • Basic knowledge of Microsoft Word, Excel, and Outlook.
  • Ability to learn County specific programs (e.g., Inova, Maximo).
