This position is located in the Metropolitan Police Department (MPD), Homeland Security Bureau (HSB), Joint Strategic and Tactical Analysis Command Center (JSTACC), Strategic Analysis Branch (SAB). SAB uses social science research, scientific methods and data science to inform, improve, and evaluate the delivery of public safety services for all District residents. The incumbent of this position performs a variety of analytical, planning, evaluative, and advisory work. The incumbent independently and collaboratively with other internal and external entities provide timely, relevant, and scientifically rigorous support to inform MPD’s functions, programs, and decision-making.

This Management Analyst position is covered under the National Association of Government Employees (NAGE) bargaining unit and you may be required to pay an agency fee through direct payroll deductions.

The incumbent will be responsible for the following:

  • Conducts detailed analyses of complex functions and work processes of broad administrative or technical programs and makes recommendations for improvement in the effectiveness and efficiency of work operations.
  • Develops and coordinates analyses of operational policy and program operations. Develops the criteria and instruments for tracking and reporting on performance metrics.
  • Serves as an analyst and advisor to management on the evaluation of the effectiveness of programs and operations or the productivity and efficiency of the management of divisions or bureaus.
  • Analyzes and evaluates (on a qualitative or quantitative basis) the effectiveness of program operations in meeting established goals and objectives.
  • Counsels and advises program managers on methods and procedures, management surveys, management reports, and control techniques.
  • Maintains oversight for projects or deliverables assigned to the Branch to ensure adequate and timely accomplishment, adherence to established policies, and to initiate corrective action as needed.
  • Researches and scopes new or improved business and management practices for application to Department programs or operations.
  • Prepares detailed briefing materials, testimony, and presentations and provides subject matter expertise for the supervisor and various management officials on management options and goals.
  • Attends meetings with, or on behalf of, supervisor where issues of significant program importance are discussed and decisions are made.
  • Performs other related duties as assigned.

Qualifications

  • Knowledge of policies, procedures, rules and regulations governing operations. Knowledge of the specific organization's programs and mission.
  • Skill to analyze the impact of policies, procedures, rules and regulations upon agency goals and operations. Skill to measure effectiveness of policies, procedures and changes.
  • Expert knowledge of qualitative and quantitative techniques for measuring effectiveness, efficiency, and productivity of assigned programs.
  • Advanced skill in applying generally accepted analytical and evaluative methods of involved field.
  • Expert skills in applying procedures and approaches. Ability to identify innovative methods to resolve significant issues and achieve agency goals and objectives.
  • Advanced knowledge and ability to perform research related to professional standards, trends and best practices of profession.
  • Skill to effectively communicate impact of decisions and make recommendations to management in order to achieve agency goals and objectives.
  • Skill to identify program or function requirements, set benchmarks, track timelines for deliverables and communicate with relevant stakeholders.
  • Collaborative spirit and team player; responds to people in a tactful manner; reacts quickly and appropriately to requests for information; ability to establish and maintain cooperative working relationship with MPD’s staff and others.

Education

Candidates with a bachelor's degree or higher from an accredited college or university preferred.

Work Experience

Applicants must have at least one (1) year of specialized experience equivalent to at least the CS-12 grade level, or its non-District equivalent, gained from the public or private sector.

Specialized experience for this position includes but is not limited to: experience applying a wide range of qualitative and/or quantitative methods to analyze, evaluate and measure the effectiveness and efficiency of training programs or operations in meeting established goals and objectives; experience using complex software applications to design, develop and maintain innovative data/information systems; and experience gathering and analyzing information from various sources and writing official reports to senior management on findings, recommendations and implementation plans for improvements to administrative operations.

Work Environment

The work is generally performed in an office setting.

Other Significant Factors

This position operates within the confines of a 24/7 operation. Incumbent of this position is required to provide after-hours on call technical support including weekends and holidays. Incumbent may also be subjected to rotating shifts, weekend work and changes in days off.

A background investigation, to include a criminal, traffic and credit check are required for positions with the Metropolitan Police Department.

The incumbent is required to possess and maintain a valid motor vehicle operator’s permit.

If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
