The City of Elk Grove is seeking a self-motivated, energetic, and experienced Management Analyst responsible for providing high-level, analytical support to the Development Services Department. This position will be responsible for performing a broad and multidimensional range of complex assignments across all divisions within the Department: Planning, Engineering, Building, Code Enforcement and Housing/Public Services. The ideal candidate needs to be a creative and collaborative member of the Elk Grove team with strong interpersonal skills, who has demonstrated their analytical ability through their professional experience. The ideal candidate must be able to envision the bigger picture while being attentive to the specific details and needs of the Department.

SUMMARY DESCRIPTION
Under direction, performs a full range of responsible and varied professional, analytical, financial, systems, statistical, programmatic, management and other administrative analyses duties in providing responsible staff support to a City department; performs a variety of special projects, research studies, budget analysis, and other specialized functions; prepares various reports to improve the efficiency and effectiveness of operations; and coordinates assigned activities with other departments, divisions, outside agencies, and the general public.
DISTINGUISHING CHARACTERISTICS

- Performs a variety of professional level research, administrative, operational, financial, and analytical duties in support of assigned programs and functions within a department; performs duties in support of various administrative operations and activities within assigned area of responsibility including special projects, research studies, budget analysis, and other specialized functions.
- Participates in the development and implementation of goals, objectives, policies, and priorities for assigned functions and program areas; researches, implements, and administers policies, procedures, and changing business practices and processes for assigned area; coordinates, structures, and oversees ongoing or special programs as assigned.
- Conducts or participates in studies of new and existing programs and special projects; researches and analyzes organization structure, technical data, and fiscal impact to determine feasibility, resolve problems, and increase efficiency; consults with City personnel and outside agencies; develops recommendations; assists with the development of policies and procedures; participates in program implementation and monitoring activities; serves as project manager for assigned projects.
- Prepares and presents comprehensive technical, administrative, and financial analytical and statistical reports that present and interpret data, identify alternatives, and present and justify conclusions, forecasts, and recommendations based on data summaries and other findings.
- Participates in the budget development and administration for assigned area of responsibility; analyzes proposed capital, operating, and maintenance expenditures; prepares reports and analyses related to impact of budgetary decisions; prepares financial forecasts; tracks and monitors budget expenditures.
- Provides assistance in resolving operational and administration issues; identifies issues and conducts research to find alternative solutions; makes and assists in the implementation of recommendations.
- Plans, coordinates, and evaluates activities associated with assigned contracts; participates in research and evaluation of proposed contractual obligations and agreements; assists in contract negotiations and administration; monitors compliance with applicable contractual agreements.
- Analyzes federal, state, and local legislative proposals for impact on assigned operations.
- Provides complex staff assistance to management staff; participates on and provides staff support to a variety of committees and boards; prepares and presents staff reports and other correspondence as appropriate and necessary.
- Coordinates assigned services and project activities with other City programs, functions, boards, committees, and task forces as well as external organizations and agencies and the general public; coordinates with, interacts with, and shares knowledge, issues, and status with appropriate parties.
- Prepares a variety of public outreach and informational materials including newsletters and brochures.
- Attends and participates in professional group meetings; stays abreast of new trends and innovations in the fields of business and public administration and issues related to area of assignment.
- Responds to and resolves difficult and sensitive citizen complaints and inquiries.

Environment : Work is performed primarily in a standard office environment with some travel to different sites and locations; incumbents may be required to work extended hours including evenings and weekends and may be required to travel outside City boundaries to attend meetings.
