Summary:

Summary

Ho-Chunk Inc. Management Services (HCIMS) is seeking a full-time ManagementAnalyst (HR). The Management Analyst – HR Specialist will serve as the primary HR Specialist within the Office of Mobile Security Deployment. They will assist with all aspects associated with hiring and staffing to include drafting position descriptions and statements of work and documentation required for these processes. They will serve as the primary POC for the onboarding of new employees. The position is based in Dunn Loring, VA, at the U.S. Department of State.


Essential Functions

  • Serves as the primary HR Specialist within the office;
  • Assists with all aspects associated with hiring/staffing to include drafting position descriptions and statements of work and documentation required for the processes;
  • Serves as the primary POC for on-boarding of new employees;
  • Maintains staffing, personnel and position databases;
  • Submits requests for passing of clearances between agencies;
  • Functions as a Management Analyst – HR Specialist with intermediate knowledge of management systems techniques, processes and technology that will optimize program operations;
  • Analyzes management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology;
  • Analyzes administrative processes and/or office programs;
  • Writes reports, letters, and other documents with recommendations for management programs, policies and activities;
  • Assists with the development of new or revised management systems or procedures to facilitate the operation of programs within established guidelines;
  • Performs administrative and financial analysis;
  • Provides research, spreadsheet development, data collection, and analysis;
  • Prepares various recurring reports such as monthly, quarterly, cumulative semi-annual and cumulative annual reports;
  • Provides day-to-day support in diverse program activities and projects;
  • Performs other related duties as assigned;
  • Employee will require some supervision and has a growing opportunity to exercise independent judgment and initiative in the line of work.

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.


Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.


  • Must be able to remain in a stationary position 75% of the time.
  • Occasionally moves about inside the office to access file cabinets, office machinery, etc.
  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
  • Expresses or exchanges ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly or quickly.
  • Frequently moves standard office equipment up to 25 pounds.
  • Must be able to work indoor conditions 90% of the time.
While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.


Position Type/Expected Hours of Work

This is a full-time position. Typical days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m. Evening and weekend hours maybe required as needed.


Travel

Occasional local travel may be required.


Experience

Seven (7) year of relevant experience in Human Resources;


Education

Bachelor's degree preferred.


Additional Eligibility Qualifications

  • Must have experience in Human Resources duties and functions
  • Must possess excellent command of the English language and excellent writing skills;
  • Must be proficient in the use of Microsoft applications (MS Word, PowerPoint and Excel);
  • Maintains professional competence and specialized knowledge base by keeping abreast of emerging themes and best practices;
  • Intermediate knowledge of and skill in applying analytical and evaluative techniques in order to carry out studies and analyses of management functions or programs;
  • Knowledge of substantive programs, goals, pertinent laws, and policies in order to analyze and assemble information; and intermediate knowledge of management and organizational techniques, systems and procedures to perform analytical studies;
  • Department of State experience preferred.

Security Clearance

Must possess or be able to obtain/maintain a SECRET security clearance (A TOP SECRET clearance may be required).
