Reporting to the Director, Vendor Management and Outsourcing, the Manager will be accountable for the development, negotiation, review, and lifecycle management of global Phase I-III clinical suppliers, related ancillary contracts and the management of 3rd party functional service providers/vendors involved in the contract management process.

  • Manages contract activities for multiple Oncology clinical development programs.
  • Proactively seeks to become an expert in complex outsourcing models supporting Clinical R&D Phase I to Phase III outsourced services (e.g., CRO, Biomarker, IRT, Clinical Supplies, central labs, Biometrics, CDx).
  • Manages all Outsourcing activities from supplier assessment, RFP, selection, contract budget, payment schedule & scope negotiation thru to contract execution and contract life cycle management.
    • Responsible for management of all global clinical development agreements (work orders, amendments, confidentiality, ancillary, single-service, and subcontractor agreements)
    • Negotiate new and amended work specifications, budgets, payment schedules, and other documents that control the activities and performance of contract service providers.
    • Guide project teams through the sourcing process and give appropriate suggestions and advice on the best approach / best practices
    • Partners with relevant staff to manage supplier bidding and proposal development (RFP creation and bid analysis). Coordinates and manages supplier bid defense meetings and associated follow-up.
    • Leads contract related communication with suppliers. Respond to questions from internal staff regarding status of contracts. Interacts with suppliers on standard administrative matters and contract terms. Appropriately escalates issues and conflicts.
    • Demonstrates expanded understanding of procurement principles, legal language, supplier selection criteria
    • Identifies and manages contract risks. Ensures appropriate mitigation plans are in place and in use and risks are communicated appropriately to stakeholders
    • Provides information to stakeholders and management on contract statuses and contract/finance issues
    • Ensures agreements comply with company requirements, regarding risk assessment and liability
  • Establishes and manages supplier relationships in conjunction with Clinical Operations, and other internal departments as required
  • Responds and resolves complex issues associated with domestic and international contracts with support from the appropriate department(s)
  • Assists staff working on contracts in resolving complex issues relating to contract negotiation or management
  • Assist in the development and implementation of new processes, procedures and/or systems to improve organizational efficiencies and cost controls
Qualifications
  • BA/BS degree in business, related field preferred
  • 4+ years’ clinical contract negotiation experience within pharma/biotech required
  • Comprehensive experience with Request for Proposal process, evaluation/comparison of proposals, bid analysis and strong negotiation skills
  • Mentoring/training experience is a plus
  • Strong understanding of regulatory and legal issues pertinent to clinical contracts
  • Excellent analytical and customer service skills essential
