TransitAmerica Services, Inc. is currently seeking a Manager of Train Operations in Menlo Park, CA. The Manager of Train Operations is essential to the daily operations of the Caltrain passenger rail service. The Manager of Train Operations is a leadership position within the Centralized Control Facility (CCF) and is responsible for executing the Caltrain daily operating plan. The Manager of Train Operations must ensure all train dispatchers and agreement employees are fully qualified in their assigned duties and perform in a safe and effective manner. This position will manage train dispatchers and agreement employees in the Centralized Control Facility (CCF). Develop and motivate train dispatchers and agreement employees with training and recognition. Develop and maintain a strong working relationship with internal and external customers. Handle all service disruptions and unusual occurrences. Maintain on-time performance, tracking, internal and external reporting requirements, oversee crew dispatchers and communication clerks. Handle job briefings with MOW, C&S employees and contractors as directed. Will be required to define, document, problem solve and manage processes and procedures to protect both revenue service and construction and maintenance activities and performance. The scheduled hours of this position vary, and may include days or nights, and any day of the week, including holidays. This position is assigned a specific shift; however, this shift may rotate as necessary based on business needs.
Duties and Responsibilities:

- Comply with all State and Federal regulations
- Comply with all safety and railroad policies, rules, and procedures
- Supervises and coordinates the activities of train dispatchers and clerical staff
- Ensure timely train operations to achieve service goals and ensure high quality customer service
- Directs and coordinates the activities of the railroad in a safe and efficient manner
- Monitor train movements and conditions affecting movements and apply corrective actions
- Provide prudent, effective and fact-based train movement decisions in accordance with safety, train performance, and customer service goals of the owner
- Undertake appropriate actions to sustain alternate service in the case of service disruptions.
- Ensure compliance with CFR 49 Regulation 217 and all safety policies and procedures.
- Prepare, present, and distribute to supervisors a clear and detailed daily record of train movement events
- Formulate emergency plans consistent with department goals, standard operating procedures, and special instructions
- Coordinate the implementation of emergency plans within the Operations Department and with other departments and/or agencies in accordance with the appropriate protocol
- Work to sustain interdepartmental cooperation and response toward the goal of resuming scheduled service during service interruption
- Identify patterns of service failures for investigation and correction
- Ensure that train crews and other necessary personnel are notified when conditions warrant safety-oriented action such as speed reduction or when tracks are taken out of service
- Ensure effective communication with the incident commander on site during disruptions
- Responsible for efficiency testing program for dispatchers
- Responsible for assuring dispatching staff is proficient in physical characteristics of territories they are qualified on
- Support and model professional standards in all communications
- Oversee all dispatching activities for assigned shift
- Monitor and evaluate staff performance and provide feedback, coaching, and/or positive recognition
- Develop a team environment, among CCF personnel, other departments and contractors
- Regular and predictable attendance and punctuality are a requirement for this position.

Qualifications:
- High school diploma, GED or equivalent
- A minimum of eight years professional experience as a train dispatcher working in a railroad or rail transit environment.
- Must be General Code of Operating Rules (GCOR) qualified or become GCOR qualified within 30 days of hire date
- Must become qualified on the Train Dispatcher Manual (TDM) within 30 days of the hire date
- Must become qualified to work as a dispatcher on the Caltrain system within six months of hire date
- Must become a qualified testing officer under CFR49 Part 217 within six months of hire date
- Organized and able to work independently
- Proficient with Microsoft Office products
- Ability to manage a wide range of complex projects that requires coordination across many stakeholders while meeting expectations and deadlines
- Ability to communicate effectively to large groups while prioritizing safety, passenger rail service, On-time performance, and the requirements of the owner
- Must have a valid driver’s license with clean driving record
- Listen and express or exchange ideas by means of spoken words
- Work in normal office environment with little exposure to excessive noise, dust, temperature
- Consistently reduce the time needed to complete recurring tasks.
- Accomplishes work quickly and efficiently.
- Consistently demonstrates deep technical skills/ knowledge when performing the duties and responsibilities of the position
- Understanding of regulatory and governmental functions related to FRA, GCOP and CPUC General Orders
- Demonstrate strong and effective communication, organizational, and time management skills
- Ability to function calmly and exercise sound judgment during rapidly changing situations and crises in a fast-paced work environment
- Ability to organize and prioritize tasks and coordinate multiple tasks that are time sensitive and/or urgent
- Must perform tasks in the presence of distracting stimulation or under monotonous conditions without significant loss in efficiency, and make rapid, correct decisions.
- Must be able to stay alert over an extended period of time and respond well under pressure
- Carry out assignments independent of immediate supervision
- Must have the highest standards of personal integrity and commitment to task.
Pre-Employment Requirements:
- Subject to pre-employment background check and motor vehicle report review.
- Subject to pre-employment physical, medical evaluation, and drug screen due to the safety sensitive nature of this position
- Successfully complete and maintain any required safety certification and testing on an annual basis
