Job Summary
The Quality & Point-of-Care Manager is responsible for the management and coordination of all Skagit Regional Health Point of Care testing locations and the Quality Assurance Program for the laboratories at both Skagit Valley Hospital and Cascade Valley Hospital.

Essential Functions
Provides management of POC testing to include; establishing, revising, and monitoring policies and procedures for SRH POC testing program; ensuring that POC testing meets all regulatory requirements for standards; designing organized, well-documented and thorough program for providing assistance to all POC testing user sites, including instrument trouble shooting; developing procedures for detecting unapproved POC testing and maintaining compliance; working with the Lab Managers and Laboratory Medical Director to respond to requests for new POC testing equipment. Coordinates testing education to include: organizing required training and competency testing for non-laboratory staff performing POC testing; working with HR and managers to identify new users. Provides management of POC studies to include: performing validation and correlation studies on all POC testing devices according to established protocols; ordering, distributing, tracking, and reviewing Proficiency testing materials; responding to exception reports within a specified time frame; reviewing QC and maintenance records for all test sites; education non-laboratory staff as needed on test procedures when corrective action is required. Serves as the regulatory resource for the Laboratory and ensures non-POCT regulatory compliance with DOH, CAP, CLIA, OSHA and DNV as appropriate. Completes regulatory applications and maintains Laboratory (non-POCT) CLIA licenses. Coordinates activities during non-POCT inspections and surveys. Keeps up to date and informs personnel of any manufacturer changes in procedures. Monitors Quality Assurance activities in all departments; develops a culture that recognizes quality assurance as an integral component of daily operations. Compiles all data into a monthly report to be reviewed by the Lab Managers and Lab Medical Director; evaluates the effectiveness of quality assurance program at least annually and provides a written summary of findings as part of the Performance Improvement Summary. Prepares for and participates in all applicable inspections and acts as a liaison between the inspection agencies and the various laboratories. Performs safety audits for the laboratory and develops respective reports on findings, action items and improvement plans. Reviews and revises Quality Assurance, General Laboratory and Safety policies and procedures as appropriate. Develops self-laboratory specific audits and periodically audits quality control and proficiency testing results in all sections of the Laboratory. Ensures that the Laboratory enrolls in the appropriate proficiency testing programs, reports on proficiency testing results and corrective action plans. Reviews new methods and instrumentation validations prior to implementation. Updates Validation Plans as needed. Coordinates Performance Improvement activities for all laboratory sites. Compiles PI data and communicates it to Laboratory leadership and Medical Director. Assists the lab leaders at SVH and CVH with QA, QC, and regular review and updating of laboratory procedures.

Education
Education- Bachelor’s degree in clinical laboratory science, medical technology, or related laboratory science field required.

Experience/Training
Experience- 3+ years in a clinical laboratory setting.

License/Certification
Certification/licensure- ASCP, NCA, NALCP, or equivalent.

Other Qualifications
Skills- Good oral and interpersonal communication skills; ability to discuss POC and quality related issues with non-laboratory personnel; strong medical terminology; strong organizational skills with ability to work in a fast paced environment independently or as part of a team; must be detail oriented with strong analytic/problem solving skills; knowledge of laboratory theory and technique; computer skills to include; Word, Excel, Access, Outlook, and PowerPoint.
