Summary

Under general direction, develops, coordinates and implements the Departments veteran employment, training and placement programs intended to engage transitioning service members, veterans and their families in work readiness, supporting the growth of innovative approaches that sustains local employers in target industries with the highly skilled workers they need to expand and grow in Bexar County.

This Position is Excluded from Civil Service

Duties and Responsibilities

  • Supervises and trains military service officers and ensure all training, certification and accreditations are received
  • Researches, advises, plans, identifies and initiates actions for qualifications of Veterans benefits, services, compensation, pension, death benefits, educational assistance, loans, insurance, appeals, and discharge upgrades
  • Develops, monitors, deploys and maintains a 3-5 year plan and roadmap for the Employment Services Program, including staffing; contracted services; budget development and implementation; overall progress monitoring and performance improvement
  • Facilitates meetings with, presents findings, advises, and makes recommendations to managers, executives and other internal and external customers; creates and disseminates reports of various complexities; advises leadership on a variety of organizational development areas and strategies
  • Develops, sustains and grows the County's Veterans and Military Spouse Internship Program and other similar programs to include recruiting, interviewing, training, mentoring, monitoring and reporting; screen and match participants with employment or internship opportunities based on their skills, work experience, hobbies and interests
  • Conducts outreach to regional employers and enlist support for education, certifications and training programs; coordinates employer engagements and networking opportunities.
  • Maintain relationships with existing employers and establish relationships with new employers who are willing to hire/intern veterans and military spouses.
  • Develops and oversees current statistical information concerning veteran population, employment rate, labor data, income, vacancy rates, and other such data; tracks and analyzes veteran workforce legislation that will have direct impact on economic development programs
  • Participate in various types of service member/family Advisory Councils/boards or committees
  • Performs other duties as assigned

Preferred

  • Served on active duty in the Armed Forces and received an Honorable Discharge; or be a widowed Gold Star Mother or unremarried widow of a service member or veteran whose death resulted from service; or be the spouse of a disabled veteran who has a total disability rating based on either having a service-connected disability with a disability rating of 100 percent or on individual unemployability; or be the spouse of a retired veteran who served a minimum of 20 years on active duty
  • Accredited by Texas Veterans Commission
  • Experience working with Veteran and Military population

Minimum Qualifications

  • Graduation from an accredited college or university with a Bachelor's Degree in Social Work, Human Resources or Counseling, or a related field, and (5) five years’ of professional experience working with or counseling active military members and/or their families, career counseling or an equivalent combination of education and experience.
  • Demonstrated organizational skills with the ability to assess, develop, balance and prioritize competing priorities while maintaining a high level of professionalism and close attention to detail and accuracy of information
  • Demonstrated ability to utilize and manage complex relational databases involving data collected from multiple sources, including advanced expertise with software applications, including Microsoft Office programs (Word, Excel, and Access, PowerPoint, Outlook)
  • Good knowledge of strategic planning, quality management, workload/performance measurement; good knowledge of organizational development organizational behavior principles.
  • Good knowledge and skill in organizational analysis and business process analysis; skill in developing quality measures, workload measures, efficiency measures, and outcome/effectiveness measures; skill in leading project teams
  • Skill in communicating effectively, both verbally and in writing; skills to effectively communicate with and support a wide variety of people of diverse backgrounds, including an understanding and respect for cultural, ethnic and individual differences
  • Ability to establish and maintain effective working relationships with co-workers, County employees, outside organizations and the public
  • Must have valid driver's license, motor vehicle liability insurance and personal injury insurance
  • Must have available transportation during entire workday for required travel to remote sites within County
  • Must secure and maintain a favorable background investigation and clearance
  • Must clear a pre-employment physical and a pre-employment drug screen test
  • May be required to work more than 40 hours during the workweek
  • May be required to work weekends

Working Environment and Physical Demands:

  • Constantly working in indoor conditions
  • Frequently moves items weighing up to 15 pounds
  • Occasionally moves about the office
  • Frequently communicates with others; must be able to exchange accurate information
  • Constantly operates a computer and other office productivity machinery
  • Positions self to perform essential functions
  • Must be able to remain in a stationary position
