GENERAL DESCRIPTION

Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.

Performs highly complex (senior-level) managerial work administering the daily operations and activities of the Motor Vehicle Crime Prevention Authority (MVCPA). Reports to the MVCPA Director and work will involve establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating with grant program staff and law enforcement agencies to identify training needs based on current crime trends; Develop and conduct or coordinate law enforcement training; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; and monitoring budget expenditures. The position will supervise the work of three employees and will work under the general supervision of the Director, with considerable latitude for the use of initiative and independent judgment. Serves as backup to the Division Director.

ESSENTIAL DUTIES

Manages day-to-day activities of the MVCPA and coordinates with the director.

Oversees the allocation of program resources to achieve timely outcomes and measurable goals; and monitors and evaluates the effectiveness and efficiency of staffing levels.

Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities.

Monitors required grant administration and performance reports. Coordinates and/or conducts research, studies, and specialized projects; and uses findings to recommend appropriate changes to programs.

Prepares management and productivity reports; and reviews and approves documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness.

Plans and develops a budget, evaluates budget requests, monitors budget expenditures, and recommends adjustments as necessary.

Reviews and evaluates the impact of proposed federal and state laws on program objectives.

Develops and provide or coordinate specialized motor vehicle crime training to MVCPA taskforce investigators and all Texas law enforcement agencies.

Reviews and evaluates grant program and budget change requests and makes recommendations to the director.

Develop and recommend effective techniques for evaluating grant programs. Identify the need for new programs and provide guidance in the development and integration of new methods and procedures.

Conducts site visits and monitoring to ensure grantees and other fund recipients comply with program policies and procedures, statutes, and rules; and takes corrective action(s) as needed.

Servers as backup to the MVCPA Director

Supervises the work of others.

Performs other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of local, state, and federal laws and regulations relevant to criminal investigations; and the principles and practices of public administration and management.

Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.

Ability to use a computer and applicable software.

Qualifications

MINIMUM QUALIFICATIONS

Education and Experience

Graduation from an accredited four-year college or university plus four (4) years of progressively responsible professional experience in services related to program activities with experience in public administration, policy development, grant administration and/or law enforcement. Must have three (3) years managerial/supervisory experience. Additional related experience may be substituted for education on a year per year basis. (Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.)

Texas Commission on Law Enforcement Peace Officer License and Instructor Certification
