Job description
Duties
- Reviews the efforts of all state, district, and field offices to ensure consistency with all applicable laws, regulations, policies, and national program direction.
- Provides BLM offices with policy direction, technical guidance, and assistance regarding their inventory, monitoring, planning, construction and maintenance, interpretation, promotion, permitting, and management efforts and activities.
- Regularly coordinates with program stakeholders, including other government agencies, partner organizations, advisory committees, professional organizations, user groups, and public land visitors regarding BLM"s National Monuments/Conservation Areas.
- Assists in developing memoranda of understanding with interested stakeholders regarding cooperative natural resource and outdoor recreation management efforts on the public lands.
- Participates in BLM's interdisciplinary reviews involving all levels of the organization regarding proposed legislation that involves existing or new monument or conservation units.
- Coordinates closely with HQ Directorate, legislative affairs, and public affairs staff as needed to respond to congressional inquiries and/or prepare Departmental or Bureau leadership for upcoming congressional testimony.
- May represent BLM HQ on national-level teams tasked with developing national level policies and guidance, developing, and delivering BLM National Training Center courses, and implementing special projects, events, and/or initiatives.
- Provides national leadership in coordinating BLM's annual work plan and budget, including developing recommendations for program funding and program directives, and reviewing and recommending workload targets for the state and district offices.
- Coordinates with records management staff as needed to ensure program files are maintained in accordance with federal standards.
- Coordinates with recreation and geospatial services staff to ensure all geospatial program data meets national and statewide corporate standards and to ensure that relevant program data is shared with associated internal databases as appropriate.
- Coordinates with recreation and geospatial services staff to develop and lead the execution of short and long- term plans for the nationwide program to meet the applicable standards.

Qualifications
FOR GS-12: You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: experience providing organizational assistance and technical guidance in the management of multi-disciplinary natural resource programs; preparation of national policies, procedures and standards related to national monuments, conservation areas, and natural resources; developing responses to requests for sensitive information and legal issues raised from special interest groups; assists with the development of annual work plan and budget related to multiple natural resources; applying solutions to solve natural and cultural resource management problems; developing and maintaining effective relationships and communications with a variety of groups, such as local, State and Federal agencies, tribal governments, advisory groups, congressional staff, interest and user groups, and private organizations.

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
