Network Innovations Program Manager
Oregon, Washington, Utah and Idaho (remote work available in these states)
The Network Innovations Program Manager provides leadership, oversight and organization to ensure overall success of specific innovation models and programs. The Program Manager supports innovations portfolio leadership to ensure program deliverables are met while striving to improve day-to-day operations of models and programs. Responsibilities include managing program initiatives from inception to sustainment and providing oversight related to program evaluation, development, process improvement and reporting during all phases of the program. Initiatives may involve managing Key Performance Indicators (KPIs), program enhancements, or vendor relationships. This role requires strong communication skills and the ability to build relationships across the organization (e.g. Network contracting, Strategic Finance, Health Plan Operations, Actuarial, Data & Technology Services (DTS)). The Program Manager may have staff supporting this work, through either direct reports or ‘dotted line’ relationships.
General Functions and Outcomes

Work closely with innovations portfolio leadership and cross-functional teams to plan and develop scope, deliverables, required resources, work plan, budget, and timing for new and ongoing innovations

Navigate and maintain internal/external stakeholder relationships, including vendor partnerships, ensuring the focused pursuit and communication of desired outcomes.

Manage program and project teams to identify risks and opportunities across multiple initiatives or workstreams to ensure program goals are reached.

Produce content and collateral to educate leadership, business partners, and other stakeholders regarding program elements, processes, progress, outcomes, and strategy.

Maintain a system for ongoing program reporting and program assessment. Develop and communicate program documents, KPI reports, project plans, etc. to key stakeholders.

Collaborate with innovations portfolio leadership, Network Management contracting leadership, and cross-functional teams to develop program monitoring and assessment protocols for evaluation and improvement. Recommend program and process changes as appropriate to innovations portfolio leadership.

Independently identify program opportunities, gaps, risks, issues, and process improvements.
Minimum Requirements

Ability to think systematically and systemically.

Ability to effectively nurture relationships, applying project management techniques, and providing recommendations to innovations portfolio leadership using critical thinking.

Ability to coordinate cross-functionally with all levels of the organization for the purpose of improving processes and resolving issues in a timely and effective manner.

Proficiency in effectively managing high-profile innovation models and programs and reporting barriers to program deliverables.

Strong analytical skills, with the ability to interpret complex data, learn quickly, and create recommendations and action plans.

Ability to resolve issues and build consensus among groups of diverse stakeholders.

Experience in independently defining, developing, managing, and reporting on KPIS.

Ability to accomplish results through others by nurturing relationships, establishing effective controls, and monitoring processes.

Ability to partner effectively with external partners/vendors.

Familiarity with value-based care trends, healthcare industry terminology, and health plan operations.

Strong facilitation skills, including the ability to resolve issues and build consensus among groups of diverse stakeholders during moments of cooperation and conflict.

Ability to effectively lead high-profile projects, identifying and mitigating risks and reporting barriers to program deliverables, while communicating effectively with stakeholders.
Normally to be proficient in the competencies listed above:
The Network Innovations Program Manager would have a bachelor’s degree in Business, Health Care Administration, or related field (Masters preferred), 8 years of experience with project and/or program management in healthcare, payment integrity, value-based care, healthcare insurance operations or equivalent and transferrable combination of education and experience.
