SUMMARY

Arcticom, a subsidiary of Bering Straits Native Corporation is currently seeking a qualified Office Manager for The Bureau of Human Resources, BEX, which requires an office manager to assist the BEX to Initiate and update records for Generalist, Specialist, and Limited Non-Career candidates related to employment in the TAC Tracking Application (REETA, Evaluation, and Employment, Board of Examiners (BEX). Each year, the Board of Examiners interviews thousands of prospective candidates for Foreign Service (FS) Generalist, Specialist, and limited-term appointment positions. The position iProvide guidance to candidates on specifics of their candidacy, including Register ranking, deferment options, veteran points, and language bonus rules and regulations. The Office Manager is often an applicant’s first personal contact with the Department of State. Excellent interpersonal and managerial skills are essential.

The Office Manager workday begins at 6:30 a.m. or 8:00 a.m., depending on the specific duties. The employee may have an opportunity to work a flexible work schedule. Depending on the employee’s work schedule, the workday would conclude between 3:15 p.m. and 4:45 p.m.
Responsibilities:
ESSENTIAL DUTIES & RESPONSIBILITIES

  • Initiate and update records for Generalist, Specialist, and Limited Non-Career candidates related to employment in the TAC Tracking Application (REETA)
  • Follow-up on applications that lack the required documents
  • Provide guidance to candidates on specifics of their candidacy, including Register ranking, deferment options, veteran points, and language bonus rules and regulations.
  • Provide timely guidance to internal stakeholders on candidate files, priorities, and equities.
  • Within established service standards, provide timely responses to candidates’ email and telephone inquiries regarding candidacies, including ranking, deferment, language points, veteran points, medical/security clearance, and suitability questions.
  • Prepare Registrar and pipeline reports as needed
  • In coordination with the Team Lead, prepare draft guidance on registrar priorities for Division and Office leadership (Director and Deputy Director).
  • Prepare memos and scanning of employment documents for Payroll
  • Initiate new hires into the travel database
  • Initiate new hire personnel actions (form SF-50)
  • Prepare and forward form SF-75 request for personal data information on transferring employees from other federal agencies
  • Receive and assemble new candidate files from the Assessment Center
  • Liaise with Records Management for retrieving and retiring hired and closed candidate files
  • Liaise with Diplomatic Security (DS) representatives for processing of candidates who pass the oral assessment
  • Prepare first-day entry on duty confirmation packets for new employees
  • Prepare and scan the request for personal ID badges (form DS-1838)
  • Initiate and process State Department ID badges using the DS badging equipment
  • Compile Hiring Status Report in Excel spreadsheet
  • Maintain required statistical data
  • Maintain a current list for travel assignment technicians
  • Initiate service computation dates updates
  • Brief Division leadership, team lead or HR Specialist on the status of daily work assignments
  • Assist HR Specialist with special projects as needed
  • Prepare and send out official offer emails to candidates
  • Prepare and track customer service survey data
  • Assist with training of incoming (new) support staff
  • Perform other ancillary duties as needed
  • Serve as a receptionist at the front desk as needed
  • Escort candidates as required
  • Perform other ancillary duties as needed.

This candidate will comply with all appropriate controls and procedures to protect organizational integrity and prevent unauthorized use of all sensitive but unclassified HR material and equipment in assigned areas:

  • Outstanding editing and note-taking skills;
  • Ability to function in a fast-paced environment with excellent customer service;
Experience adapting and responding to differing instructions and programs;

Required (Minimum Necessary) Qualifications (applies to both this section and KSAO’s)
  • At least three (3) years of experience in executive secretarial/administrative or office management positions;
  • Must be a self-starter and able to work effectively with minimum supervision

NECESSARY PHYSICAL REQUIREMENTS
Essential and marginal functions may require maintaining the physical condition necessary for bending, stooping, sitting, walking, or standing for prolonged periods of time; most of the time is spent sitting in a comfortable position with frequent opportunities to move about.

WORK ENVIRONMENT
Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily a modern office setting. Occasional travel may be required.
SUPERVISORY RESPONSIBILITIES
  • No supervisory responsibilities.
ADDITIONAL QUALIFYING FACTORS
As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.
