Position SummaryWe are looking for an Office Manager to organize and coordinate office operations and procedures, in order to ensure organizational effectiveness, efficiency and safety. The ideal candidate will be experienced in handling a wide range of administrative and executive support related tasks and will be able to work independently with little or no supervision. This person must be exceedingly well organized, flexible and enjoy the administrative challenges of supporting an office of diverse people. ESSENTIAL JOB FUNCTIONS:
Prepares monthly medical staff schedule for review and final approval by Director of Nurses (DON)/Assistant DON.
Reviews division operations with DON/ADON to ensure compliance with established standards and all applicable national and state health care standards, laws, regulations, codes, and rules for correctional facilities.
Supervises Medical Clerk positions; assigns daily duties and ensures duties are performed to department policies and procedures.
Monitors the use of available resources to maintain costs; monitors the use of pharmaceutical, diagnostic and contract service costs.
Assists the DON/ADON in recruiting and obtaining written agreements with contracted professional providers; monitors the services rendered by contract providers.
Oversees administration including inmate co-pay, computer training, inmate medical records, and request of information.
Serves as custodian for medical records; must maintain up to date knowledge of retention policy and procedures.
Partners with the DON/ADON to review collected data, perform analysis and identify trends from monthly statistical reports along with explanations and recommendations.
Assists DON/ADON with monitoring the quality and quantity of healthcare provided at McLennan County jail system by standardized audits of medical charts, grievances, sentinel events and utilizations of resources.Responds to grievances in a timely manner.
Maintains adequate TB and Diabetic supplies at all times.
Works closely with the DON/ADON and Jail staff to ensure the goals of the organization are met.
Reviews healthcare related invoices.
Handles public relations by interacting with the general public, family / friends of inmates, vendors and other agencies.
Assists in preparing and maintaining the budget for the jail medical departments.
Partners with DON/ADON to review, revise, and approve site specific healthcare policies and procedures, job descriptions, staffing analysis, healthcare training for corrections and health care personnel, orientation lesson plans, emergency response plans, patient and staff safety systems, nursing assessment protocols, etc.
Monitors fiscal resources, including budget preparation, office/medical supplies, contract services, etc.; makes recommendations for decreasing costs; provides necessary information to the DON/ADON for review/action.
Directs, monitors and maintains a quality management and cost containment program; recommending methods for improving operation, efficiency, workload, and cost effectiveness.
Maintains medical employee files to include updated contact information, education requirements and licensure information
Creates employee files for all jail medical new hires.
Regular attendance and timeliness are required

EDUCATION: Required:
Bachelor"s Degree in Business Administration, Management or related field, in lieu of degree a minimum of 4 years" experience in administration, management or related experience plus the years of experience required below.
Preferred:
Certified Correctional Health Professional (CCHP) and CPR or ACLS certified
SKILLS ~ EXPERIENCE: Required:
3 years" experience managing staff and processes in a professional office environment
Current and valid Texas Driver"s License, safe driving record
Must maintain personal loyalty to the Sheriff
Knowledge, skill, and experience in management as required for the day to day effective management of the fiscal, human resource, and quality of service needs for the division
Ability to compile, organize, and analyze data, research, and prepare reports and assist with day to day monitoring/planning of strategic/operational goals and objectives
Knowledge of budget development, preparation and maintenance as applied for daily operations and assisting with meeting organizational fiscal responsibilities
Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals
Exceptional skill in establishing and maintaining effective working relationships with County staff, inmates, police departments and the public
Some knowledge of behavior patterns, legal rights, discipline protocols, and grievance procedures of inmates
General knowledge of basic hardware and software and uses of a variety of different computer operating systems such as Microsoft Office Work, Excel, Outlook
Preferred:
Bilingual
Knowledge and experience in correctional healthcare operations to include NCCHC, ACA, and Texas Jail Commission Accreditation Standards.

ENVIRONMENTAL FACTORS:
Contact with "at risk" clients and persons accursed or adjudicated of misdemeanor and felony offenses, visitors and general public
Work is performed mostly indoors in a 24-hour/7-day confined, security facility
Climate-controlled environment. Significant contact with the public, elected officials, department heads, and other County employees
PHYSICAL DEMAND REQUIREMENTS:
While performing the duties of this job, the employee is regularly required to talk or hear
The employee frequently is required to walk between both jail facilities. The employee is also often required to stand; sit; use hands to find, handle, or feel objects, reach with hands and arms; stoop and kneel
Must be able to safely lift 20 lbs.
Although directed not to engage in physical contact with inmates, individual must be able to physically avoid combative or aggressive inmates and may occasionally become involuntarily engaged with combative inmates
HOURS / SPECIAL CONDITIONS: Must be willing to work overtime, weekends, holidays, rotating shifts, evenings and nights. Must be able to work 8-hour shifts. Disclaimer
