Position Title: Operations Supervisor

Supervisor: Business Administrator

Position Location: Green Avenue Administration Building - Business Office

Position Summary: Oversees maintenance, grounds, custodial functions and transportation. Supports the Business Administrator and Superintendent in the design, planning, construction, maintenance, and alteration of buildings. Responsible for maintenance, safety, and cleanliness of all district facilities and property. Works with all district staff to ensure an efficient, safe and clean learning environment. Coordinate all functions of pupil transportation and handle transportation issues as they arise. Oversee the ongoing spending and maintenance of approved State and Federal grants as mandated within the EGrants system. Performs advanced grant accountability system professional and administrative work of a responsible and complex nature in support of program managers and schools in order to build and maintain a culture of compliance, accountability, and audit ready status.

District Summary: The William Penn School District is located in southeastern Delaware County and serves approximately 5,000 students who reside in Aldan, Colwyn, Darby, East Lansdowne, Lansdowne, and Yeadon Boroughs. Key Responsibilities & Essential Duties:

  • Administers internal and external facilities use of District Facilities in accordance with Board Policy and through School Dude.
  • Schedules, coordinates and oversees all outside contractor needs related to facilities construction, upkeep and maintenance.
  • Supports the Business Administrator in the development of annual budget, equipment replacement cycle and capital improvement plan for facilities department and building needs including estimation of maintenance and repairs for the upcoming year and long-term needs.
  • Continuously reports status of all building infrastructure and systems including, but not limited to, HVAC systems, technical wiring, lighting and other building issues to senior management and school board, through on-site inspections and regular communication with building administration and facilities staff members.
  • Oversees facilities and custodial procurement, bids and other vendors utilized to complete facility needs including energy procurement.
  • Ensures cost efficient and effective services.
  • Liaison with District Architects, Engineers and other external agencies including local Boroughs on facilities projects and obtaining approvals.
  • Maintains updated records of facilities improvements and maintenance to include drawings, warranties and projected needs.
  • Updates work order and preventative work order system with requisite information.
  • Completes information in the financial system as needed to process orders and prepare budgets.
  • Acts as a liaison to public utility, environmental and energy agencies.
  • Oversees all emergency services including but not limited to snow removal, emergency closures and evacuations.
  • Maintains regular communication with the Business Administrator and Superintendent providing information as requested.
  • Availability for 24 hour on call status to respond to building issues.
  • Prepares yearly transportation budget and administers expenditure of funds.
  • Evaluates bus schedules, routes, and stops for the daily transportation of students in accordance with Board Policy and PA Department of Education and PA Department of Transportation guidelines.
  • Maintains all records to complete state transportation reports. Interacts cooperatively with concerns/questions from the public regarding all aspects of pupil transportation and investigates all complaints regarding bus transportation.
  • Evaluates all elements of transportation program on a continuing basis
  • Ensures grant program managers/school personnel understand their management roles and responsibilities with regard to grant management and compliance and provide advice and support towards achieving superior performance through formal one-on-one or group training sessions
  • Provides advice and technical assistance to schools and program offices regarding how to implement the enacted policies and procedures.
  • Ensures that a “transition plan” is developed and implemented when new personnel are assigned to be grant program managers/school principals.
  • Provides documentation of the grant program’s purpose in line with specified District plans, programmatic implementation, reporting status, challenges, and financial status
  • Documents the training of new personnel on management and compliance responsibilities
  • Monitors all phases of the grant funded programs; makes on-site visits and verifies program offices’/schools’ compliance with documentation requirements; provides information and ensures adherence to program regulations; prepares the program office/school for audits and reviews of programs and services by representatives of local, state and federal government
  • Reviews and approves grant funded expenditures for compliance
  • Monitors time and effort documentation for federal and non-federal grants
  • Documents instances of compliant and non-compliant grants program management activities pursuant to the grant accountability system

Qualifications:

  • Bachelors’ degree or equivalent with emphasis in facilities management and/or engineering desirable.
  • Three years’ supervisory experience of multiple employees required.
  • Three to five years of progressively responsible management experience preferably with three years of school district experience.
  • Familiarity with maintenance and grounds, custodial, transportation and other terminology associated with these fields.
  • Knowledge of facilities construction, maintenance, planning, transportation and budgeting.
  • Ability to read and understand building schematics and blueprints.
  • Strong communications skills both oral and written.
  • Ability to communicate with employees, all building administrators, school board and community groups.
  • Ability to perform computing functions such as email, Word, Excel, PowerPoint, work order system and financial software functions.
  • Ability to participate in learning opportunities and aptitude to pass certifications such as pesticides and other training the District may identify and require as part of job responsibilities.

Preferred Qualifications:

  • Master’s degree CPA, CGMA, or other related certification
  • Three years of full-time, paid, professional experience which has included involvement with Title I and/or knowledge of educational programs as it pertains to grants
