Job SummaryUnder general direction and in compliance with standard operating procedures and policies, assists in managing assigned day-to-day parks and grounds operations. Exercises a moderate level of discretion in the interpretation and application of policies, standard operating procedures and rules to determine appropriate courses of action. Manages the pesticide application program. Performs detailed site and maintenance inspections, reports, and implements corrective actions in addressing needs and work orders. Responds to citizen requests and complaints. Provides history/horticultural tours of parks. Directly supervises assigned Parks & Grounds supervisor(s) and staff. Fills in as supervisor for other division supervisors, technicians, and temporary staff in the absence of the Parks & Grounds Superintendent. Collaborates with community associations and City stakeholders in landscape design and maintenance standards. Responds to emergency calls after-hours, on holidays, or weekends when necessary. Assists during storm clean-up and weather-related events.

Essential Functions Essential Functions % of TimeAssist in Parks & Grounds Operations Management: Assist in overseeing and managing day-to-day parks and grounds operations within assigned area consistent with department mission and goals. Ensure staff compliance with department and City policies and procedures. Assist with division budget preparation. Review and approve vendor invoices. Attend daily meetings with Parks & Grounds Superintendent regarding projects, tours, maintenance, reports (e.g. project status, work orders) and crew needs. Maintain and supply operations with equipment and materials necessary to complete jobs efficiently and safely. Research product and material availability as needed. Manage pesticide application program and application of pesticides and herbicides within requirements of state laws; ensure work crews comply with these requirements. Coordinate and schedule vendors to complete assignments for the City. Respond to and track citizen requests and complaints. Record service requests and work products in the work management system. Participate in development and implementation of standard operating procedures and level of service documentation for assigned areas. Perform the additional following duties based on assigned function(s) and/or facilitates: Parks & Amenities: Assist in overseeing grave interments for City cemeteries. Assist in managing the inspection and auditing process of City playground equipment for compliance with National Safety Standards and assist in preparing specifications for the design and construction of new playgrounds.Downtown Projects: Assist in planning and producing planting plans for annual flower design. Assist in overseeing the maintenance of Central Business District areas to maintain the integrity of the architectural design.Unity Park: Assist in managing the day-to-day operations and maintenance of the splash pad, including routine testing of water chemical levels in compliance with Department of Health and Environmental Control regulations.30%Conduct Site Inspections and Maintenance: Perform detailed inspections, reports, and implement corrective actions in addressing needs and work orders. Research and respond to citizen requests involving assigned area and community needs, inclusive of closing out work-orders. Assist crews in maintenance of parks and grounds within assigned area, including spraying and pulling weeds, planting flowers, cutting and edging grass, blowing walkways, mulching beds, emptying garbage cans, ensuring park cleanliness, and fixing irrigation breaks. Pick up, deliver, load and unload supplies and materials. Utilize CDL dump truck for various mulch deliveries and hauling dirt.25%Supervise Staff: Oversee the day-to-day functions of assigned Parks & Grounds supervisor(s) and staff. In the absence of the Parks & Grounds Superintendent, oversee other division supervisors, technicians, and temporary staff to include prioritizing and assigning work. Maintain a safe work environment, ensuring staff compliance with all relevant safety policies and procedures. Ensure timely reporting and documentation of all work place accidents/incidents. In coordination with Parks and Grounds Superintendent and Human Resources, review and update job descriptions; participate in the hiring and selection of staff for open positions; and ensure the timely documentation and discipline of employees consistent with Human Resources policies.20%Design Small Landscape Plots: Collaborate with community associations and City stakeholders in landscape design. Design small landscape plots with proper plant material for the area taking into account environmental conditions, safety, stakeholder needs, and aesthetics. Draw planting plans for crews to install into landscape.10%Support Special Projects and Events: Supervise and work with a crew to assist with various City-related special events and projects, including the construction, installation, and tearing down of temporary structures, banners, tree lights, decorations. Operating small and large equipment and tools, enter creeks or rivers to remove debris and perform landscape maintenance. Assist during storm clean up and weather related events.10%Identify and Resolve Safety Hazards: Proactively identify and take steps to address, remove, or report hazardous conditions or items such as dead animals, bees, ants, snakes, needles, transient materials, invasive, and noxious plant material as directed. Comply with City, State, and Federal safety procedures and protocols in the performance of job duties. Ensure equipment and property safety. Conduct monthly check of fire extinguishers and document condition of each. Conduct monthly checks of AEDs.5%Perform other duties as assigned.

MINIMUM QUALIFICATIONS
Job RequirementsHigh school diploma or equivalent.Over four years of horticulture or related grounds maintenance experience including two years of lead and/or supervisory experience.South Carolina Non-Commercial Pesticides License Category 3.South Carolina Non-Commercial Pesticides License Category 5 within 6 months of hire.CPR, First Aid, and AED training/certification within 6 months of hire.Based on assigned area, National Aquatic Facility Operator within 6 months of hire. Preferred QualificationsAssociate degree in horticulture or related field.Asset and work management system experience. Driver's License RequirementsValid South Carolina Class D Driver's License at hire.Valid South Carolina Class B Commercial Learner's Permit (CLP) within 3 weeks of hire.Valid South Carolina Class B CDL within 3 months of hire. Performance RequirementsKnowledge of: Native and invasive plant species for the geographic zone.Pesticide and herbicide application, best practices, and usage requirements within applicable laws.OSHA regulations and general safety requirements for working with landscape materials.Software and systems for tracking daily work and assets.Landscape design.Ability to: Effectively plan and estimate work in most efficient manner.Problem solve in the use of equipment and material and in the application of techniques and procedures.Work under pressure and with deadlines and delegate work efficiently and effectively.Select, lead, supervise, motivate, and evaluate staff and provide training and professional development.Enforce and ensure compliance of applicable City and department policies.Read, comprehend, follow, and enforce safety procedures.Communicate maintenance requirements to outside vendors and contractors.Communicate basic information to the public in a respectful and knowledgeable manner.Prepare estimates for repair work and equipment recommendations.Write reports and compose emails in a clear and professional manner.Make mathematical calculations and draw logical conclusions.Work in inclement weather conditions including cold rain, wind, heat, snow, sleet, etc.Operate equipment and vehicles such as utility vehicle, electric vehicle, pick-up truck, dump truck (CDL), skid-steer, front end loader, backhoe, and trencher.Use light equipment and tools such as lawn mower, weed eater, blower, vacuum, backpack sprayer, shovel, mattocks, rake, wheel barrow, spray tank, and water pump .Utilize specialized software and systems to include work order software, irrigation software, and two-way radio.Operate general office equipment to include scanner, printer, copier, telephone, and computer with Microsoft Office Suite.
