PARKS SUPERVISOR

PRIMARY FUNCTION: The primary function of this position is to manage the maintenance and daily operation of all city parks and the Pinegrove Cemetery. This is a skilled/semi-skilled position that acts as a supervisor for all full-time and seasonal park maintenance workers. The Parks Supervisor works directly under and answers to the Parks and Recreation Director.
ESSENTIAL DUTIES:
- Coordinate, schedule, and manage general grounds maintenance, including mowing, trimming, weeding, aerating, and the application of herbicides and fertilizers on city-owned property including, but not limited to parks, cemetery, playing fields, and rights-of-way (including sidewalks, swales, streets, and landscaping).
- Coordinate and perform repairs on motorized, mechanical, and grounds keeping equipment.
- Perform and coordinate maintenance and repair work of city property including vandalism.
- Coordinate with Public Works on snow plowing, snow removal, and related street maintenance duties as assigned.
- Coordinate and schedule staff for park and facility reservations in the Rathdrum city parks.
- Schedule and oversee maintenance and repair of irrigation systems.
- Coordinate and work with community volunteers, civic groups, and community service workers.
- Inspect, maintain, and repair playgrounds, play equipment, benches, picnic tables, buildings, and facilities.
- Work directly with the recreation department to coordinate set-up and tear-down at special events and programs.
- Coordinate traffic control plans for special events & programs.
- Attend and report at regularly scheduled park and recreation commission meetings.
- Occasionally attend and report at city council meetings.
- Oversee and manage tree planting, pruning, trimming, and removal.
- Perform and coordinate cemetery burials including openings and closings.
- Assist in cemetery plot sales, burial records.
- Attend and complete city-assigned trainings.
- Supervise, coordinate, and handle minor concerns of parks staff that are assigned under the
Parks and Recreation Director.
- Perform all work duties and activities in accordance with city policies, procedures, and safety policies.
- Direct and manage supervised parks employees in a cooperative and acceptable manner.
- Handle minor personnel issues as they may arise.
- Operate necessary machinery and equipment to fulfill job duties.
- Perform basic repairs of city property and equipment.
- Have sufficient mobility, dexterity, and lifting ability to fulfill job duties.
ABILITY TO:
- Read and interpret blueprints and layouts used to estimate material and labor cost.
- Work in a variety of weather conditions with exposure to the elements.
- Work cooperatively with the public and other city employees.
- Keep maintenance records and prepare maintenance reports.
- Work varying hours to meet the needs of the department due to events, programs, and special events being conducted outside of normal office hours.
- Knowledge of computers.
KNOWLEDGE OF:
- Principles and practices of supervision and personnel administration.
- Parks maintenance, operation, and management.
- Small engine repair & maintenance.
- Basic construction and building.
- Budgeting and budget monitoring.
- Installation and repair of irrigation systems.
- Landscape planning and design.
- Occupational hazards and safety precautions.
- Computer software including Microsoft Word, Excel, and Power Point.
OTHER JOB FUNCTIONS:
While the following tasks are necessary for the work of the department, they are not an essential part of the purpose of this position and may also be performed by other department members.
- Prepares athletic fields for practice and competition.
- Performs other related functions as assigned or required.
MINIMUM REQUIREMENTS:
- High school diploma or GED equivalency is required.
- A minimum of three (3) years’ experience in grounds maintenance is required; or any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
- Must have a valid driver’s license.
- Must successfully pass a background check to be eligible for employment.
WAGE:
$22.00 to $24.00 per hour starting wage. DOQ. A full-time benefit package is included. If hired, a minimum six (6) month probationary period is required.
SCHEDULE:
This is a 40-hour per week position. Generally, the schedule is Monday through Friday 7:00 AM to 3:30
PM, however weeknights and weekend work may be required depending on the needs of the department.
PHYSICAL / ENVIRONMENTAL FACTORS:
The position requires: sufficient clarity of speech and hearing, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate effectively in person; sufficient visual acuity, with or without accommodation, which permits the employee to comprehend written work instructions and prepare and evaluate written or text documents and maps; sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate a variety of heavy equipment, hand and power tools, and to make adjustments to equipment; sufficient strength to lift and carry objects up to 25 pounds regularly and occasionally lift or move objects up to 75 pounds; sufficient personal mobility, agility, and flexibility to perform maintenance and repair operations, perform strenuous activities for extended periods of time in varied weather conditions, and work in a parks and cemetery maintenance environment and to be around and use various parks related chemicals.
