Under the direction of the CHRO, the Payroll/Human Resources Information Systems (HRIS) Specialist provides operational, analytical and compliance support to the Human Resources Department in the administration of ongoing HRIS, payroll, benefits and compensation operations and new initiatives. This includes, but is not limited to: providing systems solutions and support for HR administration and management; managing and executing biweekly payroll operations; ensuring personnel transactions are in compliance with current Human Resources policies and guidelines and legal regulations; and serving as a key liaison with key vendors.

The incumbent also provides data analysis and modeling in the area of compensation, benefits and EEO administration and supports a variety of special Human Resources projects and initiatives. ESSENTIAL FUNCTIONS: HRIS Operations • Provides ongoing systems solutions and support to the HR department through data analysis, modeling, report creation and customization, workflow analysis and mapping, and development of reporting standards and templates. • Prepares for and executes system updates and introduces and implements new features and functionality to optimize system performance and enhance usability. • Identifies areas for improvement in both processes and systems; continuously researches best practices and new developments in system functionality.

  • Determines best methods of data transfer and implements solutions between HR systems. • Spearheads HR systems integration and automation projects to help scale and improve talent management infrastructure and documentation processing and management. • Schedules and executes data and file updates, conversions, compliance updates, and mass change initiatives. • Manages systems workflow across the employment lifecycle, including: recruitment, onboarding, benefits enrollment, data records management, compliance, payroll, performance management, termination, and associated operating procedures.
  • Manages YMCA benefits transactions and processes including yearly open enrollment and related reporting as well as ongoing enrollments and coverage changes. Oversees the ongoing operation of Affordable Care Act recordkeeping systems. Serves as a key contact and liaison with various benefits vendors. • Serves as the primary contact with HRIS/payroll system’s vendor.
  • Administers various EEO/AA reporting functions to state and federal regulatory agencies. Payroll Operations • Manages and executes biweekly payroll operations ensuring proper payment of wages and withholdings as well as compliance with federal, state, and local tax codes. • Reviews and processes all garnishment orders and levies, ensuring compliance with garnishment regulations. • Prepares associated reports by researching, compiling, and analyzing data and performing monthly and annual reconciliations.
  • Develops and documents formal payroll procedures to support changes in regulations and policy. Ensures ongoing procedural and transactional adherence to legal regulations, policy, and procedures. • Performs periodic internal audits of various payroll and ancillary functions; prepares materials for internal and external audits. • Works collaboratively with Controller to ensure the accuracy of payroll reporting in relation to general ledger accounts.
  • Reviews, verifies, and maintains time and attendance records in HRIS system. Conducts regular audits of time and attendance records to ensure accuracy and compliance with policy and existing and changing regulatory requirements, to include statutory requirements around sick leave and wage and hour administration. • Responds to a variety of payroll-related inquiries and resolves concerns and discrepancies. • Coordinates the set-up and termination of benefit plan deductions, contributions, and payouts.
  • Reviews benefit plan transactions to ensure the correct tax processing of employee fringe benefits and application of appropriate withholding and reporting procedures. • Identifies areas for improvement in both processes and systems; continuously researches best practices and new developments in payroll management and administration. Compensation Administration • Develops and implements models for forecasting special compensation programs and initiatives to include market adjustments and incentive compensation. • Responds to requests for compensation data; conducts research and analysis on compensation market trends for individual positions or job families.
  • Develops protocols for tracking and maintaining records on special compensation programs. YMCA COMPETENCIES (Team Leader): Mission Advancement: Models and teaches the Ys values. MINIMUM REQUIREMENTS/QUALIFICATIONS: • Bachelor’s degree (or equivalent) in Human Resources Management, Business Information or related field.

  • Minimum of 3years of demonstrated experience as HR or Payroll Administrator or related HRIS management experience. • Demonstrated knowledge of HRIS software; strong preference for experience with Ceridian systems. • Demonstrated understanding of HR/Payroll processes and data. • Demonstrated experience in HR databases, including query and report writing functions.
  • Interpersonal skills as well as written and verbal communication skills. • Strong organizational skills; proven ability to manage competing priorities and multi-task. • Excellent analytical skills and high attention to detail; demonstrated problem solving skills. • Ability to maintain strict confidentiality.
