GENERAL STATEMENT OF JOB


Directs the activities of the Permit Technicians and Permit Support Representatives responsible for assisting contractors, citizens, and other customers with the processes of application, review and approval of building permits and inspections. Supervises, develops, train and evaluates Permitting staff. Reports to the Chief Building Official.

Specific Duties and Responsibilities

ESSENTIAL JOB FUNCTIONS

  • Assists in the management of the Building Department; directs and supervises the duties and activities of permitting staff. Assigns work and establishes work schedules, reviews job performance, evaluates and makes recommendations as appropriate.
  • Reviews the work of subordinates for completeness and accuracy; offers advice and assistance as needed. Responds to and resolves employee problems and grievances; initiates, reviews and/or recommends disciplinary action as appropriate.
  • Establishes and oversees the inspection and electronic permit application process; manages and oversees the processing of documents within the department and between applicants and the appropriate inspectors and other City personnel.
  • Completes staffing, scheduling of leaves, coaching and counseling of personnel, suggests career and educational paths for subordinates. Works with employees to prepare individual development plans during annual evaluations.
  • Schedules, coordinates, assigns, and conducts training of personnel.
  • Collaborates with inspection and permitting staff, to identify and develop goals, objectives, procedures, and work standards for the permitting operations.
  • Formulates or participates in formulating departmental operational policies. Enforces Departmental and City regulations and ordinances; reviews and implements Departmental Operational Policies and Procedures.
  • Participates in allocating personnel, resolving employee issues and problems, interviewing, and selecting new personnel, disciplining, and recommending the discharge of employees if necessary.
  • Responds to inquiries and complaints from the public regarding departmental practices, procedures, and customer care. Handles escalated customer service/permitting issues, utilizes situations and outcomes to develop process improvements and training for permitting staff.
  • Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods, procedures, and operations. Keeps informed of new methods, techniques and concepts, analyzes operations and conducts research, makes recommendations to the Chief Building Official.
  • Supervises cashiering/fiscal operations incorporates appropriate internal controls and oversees the preparation and submission of appropriate records and reports. Insures that Permitting Staff follows City’s & Department’s Cash Handling Policy.
  • Answers telephone inquiries regarding Building Department activities and answers questions concerning inspection scheduling and results; and provides appropriate assistance and information.
  • Creates and/or reviews various monthly, quarterly or annual reports, e.g. permit records, inspection, fee collection, certificates of occupancy, expired permits, etc. Distributes reports to the appropriate City, County and State agencies on a timely basis.
  • Assists in development of City bargaining positions and may serve as a management representative in the negotiation of labor contracts. Effectively administers agreement resulting from collective bargaining process on the City’s behalf.
  • Assists in the preparation and administration of department budget.
  • Operates a variety of office equipment in the performance of daily responsibilities, including a mainframe- computers, laptops, printer, copiers, facsimile machines, voice mail, calculator, laser scanner, and microfilm.
  • Interacts and communicates daily with various groups and individuals including Building Department inspectors and subordinates, finance department employees, city employees, architects, engineers, contractors, private and business property owners, and citizens.
  • Attends Commission Meetings, Executive Team Meetings and Workshops when Building Official is unable to attend.

ADDITIONAL JOB FUNCTIONS

Performs other related duties as required by the Chief Building Official.

Minimum Training and Experience

Requires a Bachelor’s Degree in Business or related field from an accredited college or university, with at least four (4) years of progressively responsible experience, preferably in construction or government environment. Supervisory experience is required. Experience in office automation and Electronic Plan Review is preferred. Must be able to attain the International Code Council (ICC) Permit Technician Certification within one (1) year of date of hire or promotion.

OR:

Associates Degree in Business or related field from an accredited college or university, with at least six (6) years of progressively responsible experience, preferably in construction or government environment. Supervisory experience is required. Experience in office automation and Electronic Plan Review is preferred. Must be able to attain the International Code Council (ICC) Permit Technician Certification within one (1) year of date of hire or promotion.

OR:

High School Diploma or GED with eight (8) years of progressively responsible experience preferably in construction or government environment. Supervisory experience is required. Experience in office automation and Electronic Plan Review is preferred. Must be able to attain the International Code Council (ICC) Permit Technician Certification within one (1) year of date of hire or promotion.
