The Planning Director supports and leads planning efforts for JCOS (Jefferson County Open Space) properties, parks and trails, GIS, Research and Grants team members to ensure JCOS meets its mission, vision, and Conservation Greenprint goals. The Planning Director oversees and supports the establishment of, and adherence to, standards, procedures, and performance metrics specific to this team of professionals. Under limited supervision, the position performs administrative and supervisory work and is responsible for park and trail planning, grants and research, GIS data and mapping, special projects, and budget management. This position also oversees data collection, analysis, and implementation of programs to improve and enhance visitor access, visitor management, and visitor experience.
The ideal candidate develops strong relationships across the county, has exceptional communication and leadership skills to create a cohesive team environment. This position requires the ability to disseminate complex information and the relay the details for presentations for meetings with the Board of County Commissioners.
About Jefferson County Open Space:
Jeffco Open Space was founded as a land conservation organization in 1972 by PLAN Jeffco and The League of Women Voters of Jefferson County. These organizations proposed a unique concept to the Board of County Commissioners to preserve the scenic vistas and open lands within the county using the collection of one-half of one percent tax on sales in Jefferson County to fund the program. The voters agreed, thereby ensuring perpetual land conservation, stewardship of open space and parklands, and access for public enjoyment.
Funded with a one-half of one percent sales tax, Jeffco Open Space contributes to city and park district projects, has preserved more than 56,000 acres, and manages 27 open space parks and more than 244 miles of trails in Jefferson County, Colorado.

Target Hiring Range: $110,000 - $120,000 USD Annually
Compensation will be determined based on education, experience and skills.

Essential Duties:
Provide leadership, program, project, budget oversight, and focus for the Park and Trail Planning Team, Research and Grants Coordinator, and GIS Team. Works collaboratively to develop a vision and goals for each project or initiative. Ensures that all research, analysis, alternatives, and possible solutions have been properly vetted and approved prior to implementation. Monitors projects and initiatives throughout implementation and reports on successes, lessons learned, and best practices and methods for future consideration.
Oversee open space, park and trail planning efforts including the Conservation Greenprint, the Jeffco Trails Plan, park or region management plans, project plans, trail planning, design, and visitor management strategies for all JCOS trails, citizen surveys, and land use referrals.
Oversee GIS data management, mapping, site-specific data, and consistency for all Open Space teams. Ensures data integrity regarding land acreage, trails, land ownership, asset management, and other assets. Oversee GIS Team support of mobile-friendly data collection, software platform choices, and all map and geospatial-related projects. Advocates for new technologies.
Directs research and pilot projects on topics such as access management, accessibility, and usability.
Provide guidance and oversight to Research and Grants Coordinator to help research and identify local, state, federal, private, and non-profit grant funding opportunities in support of Jefferson County Open Space (JCOS) priority projects and programs to support the JCOS mission, vision, and Conservation Greenprint goals.
Activates, collaborates, and partners internally and externally with JCOS and other County staff, volunteers, managers, and directors, JCOS Advisory Committee, Board of County Commissioners (BCC), local, state, and federal governmental agencies, nonprofit organizations, interest groups, and the public on projects of mutual benefit. Presents projects and initiatives to organizations and represents the County on various task forces, boards, and committees.
Review and approve a wide variety of requisitions, purchase orders, expenditure requests, and contracts. Serve as County authorized representative when designated. Validate approvals for purchasing supplies and services. Monitor and track Team budgets as well as office supplies and other purchases.
Supervises staff in areas of responsibility. Administers and makes recommendations for routine personnel matters affecting subordinates, including recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, appraisals, and taking corrective action. Conducts performance evaluations and communicates short- and long-term goals and objectives. Submits personnel records and reports as required by the county. Assists and advises subordinates as necessary, resolves problems as non-routine situations arise, and ensures adherence to established policies, procedures, and standards. Communicates changes in policy and procedures to direct reports and implements them as directed.

Qualifications:

Minimal Qualifications:
Bachelor’s degree in Land Use Planning and Management, Environmental Science, Landscape Architecture, or related field;
Plus, a minimum of seven years of experience;
And, a minimum of five years of supervisory experience;
Specialized knowledge in a professional or technical field equivalent to that which is acquired through obtaining an advanced certification (Registered Landscape Architect, Professional Engineer);
Experience with public lands planning for recreation and conservation, expertise in facilitation, enthusiasm to capitalize on big data and science/model-based analysis to drive decision making;
An equivalent combination of education and experience on a year-for-year basis will be considered.
Preferred Knowledge, Skills and Abilities:
Master’s degree in Engineering, Planning, Public Administration, or a related field
Ability to work collaboratively with the executive team on strategic planning, change initiatives, and decision-making.
Able to demonstrate initiative, innovation, and resiliency.
Strong visionary leadership with an ability to mentor lead individuals and teams in process excellence, manage projects and solve problems leading toward required outcomes.
Ability to engage in critical thinking and analysis.
Superior interpersonal, written, and verbal communication skills working with individuals, groups, and staff.
