PLANNING DIVISION MANAGER Position # 23.03
SALARY: $7175.00/ Month - Plus Excellent Benefits

PRINCIPAL DUTIES OF POSITION
Under the guidance of the Community Development Director, manages long-range
planning and research, and analyzes projects related to the County’s Comprehensive
Plan, Development Code, Transportation System Plan, and other planning-related
regulations and documents.
2. Coordinates, provides technical advice, and sets the agenda for the Planning Commission,
members of which are appointed by the Board of Commissioners.
3. Working in collaboration with the Community Development Director, County Legal
Counsel, and Board of Commissioners, this position responds to all legal challenges
directed toward land use decisions and will represent the County’s interests in all
hearings and land use challenges/appeals.
4. Monitors and interprets relevant state land use laws, Oregon Administrative Rules and
case law decisions; Educates staff and advises Board of Commissioners on how they may
affect the County and the land use planning program.
5. Fulfills the duties of approving partition plats, subdivisions, and applicable land use
decisions.
6. Attends meetings, develops and maintains a professional relationship with individuals,
departments, agencies and others with an interest in the growth and development of
Umatilla County.
7. Works closely with subordinate staff to ensure that property owners and developers are
properly informed, counseled, and advised in relation to the Comprehensive Plan,
Development Code, ordinances, and the land use process.
8. Provides counter assistance and processes permits for the public as necessary.
9. Researches and initiates grant funding opportunities and projects.
10. Conducts research, collects data, and prepares staff findings in preparation of complex
quasi-judicial and legislative land use decisions.
11. Reviews public meeting notices and correspondence to affected individuals regarding
actions of the Planning Commission and/or Board of Commissioners.
12. Lead responsibility for certain long-range planning projects that often include all aspects
of a planning process.
13. Coordinates with Umatilla County’s twelve incorporated cities on matters related to the
Urban Growth Boundary, review of current projects, consistency with plan and zone
maps, and updates to Joint Management Agreements.
14. Work with Community Development Director to manage and monitor the budget for the
Planning Division.
15. Provides oversight of Umatilla County Transit Program.
REQUIREMENTS FOR POSITION
Bachelor’s degree in planning-related field, or any other satisfactory combination of
education and experience which provides the knowledge to perform the essential
functions of the position.
Experience in Oregon land use laws preferred.
Experience leading and managing teams, boards, or organizations to achieve their
objectives is required.
KNOWLEDGE, SKILLS AND ABILITIES
Comprehensive knowledge of the principles, practices, purposes, scope and techniques of
land use planning and zoning.
Requires exceptional ability to: plan, organize, direct, and review work of subordinate
employees; design, analyze, write, and edit research studies and surveys; effectively
communicate verbally and in writing; deal tactfully and effectively with press, general
public, government officials, and professional and technical persons and employees.
Ability to coordinate the activities of the Planning Division with those of the Community
Development Department and other County Departments.
Ability to monitor, advise, and testify on legislative activity (local, state, and federal).
Excellent analytical, financial analysis and organizational skills. Ability to solve
complex problems and issues. Ability to develop innovative and creative solutions which
align with the priorities of the County and the community vision, strategies and plans.
Ability to monitor and evaluate the Planning Division to meet desired results and achieve
key performance indicators.
Ability to communicate in a compelling and inspiring manner to lead multiple programs
within a department through a unified vision.
Ability to serve as a creative thinker, actively looking for the best solution for customers,
while adhering to State and County laws.
Excellent communication and facilitation skills, including the ability to address large
formal and informal groups and facilitate public processes.
Excellent leadership, interpersonal, judgment, and organization skills. Ability to maintain
and promote effective working relationships with and between coworkers, the public,
business community, elected officials and other agencies. Ability to lead in a culturally
competent and inclusive manner. Uphold public trust and lead with unquestionable
ethics.
Demonstrate excellent conflict resolutions skills and the ability to manage controversial
situations. Ability to mediate adversarial situations involving staff, developers,
businesses, service providers and/or members of the public. Ability to build consensus
and maintain long term positive working relationships within the community.
Ability to understand how to apply technology and lead efforts to improve efficiency and
customer service.
Ability to prioritize multiple tasks and effectively evaluate and motivate personnel to
maximize organization efficiency.
Ability to use a computer to perform the essential functions of the position, to attend
meetings for extended periods of time, and to work under time pressure.
Familiarity with public transit programs preferred.
Ability to establish and maintain cooperative work relationships with all levels of County
Management, elected officials of governmental agencies, business and community leaders, media representatives, the public and others encountered in the course of work.
Ability to plan, organize, direct, and review work of subordinate employees.
Demonstrable commitment to, and understanding of, sustainability and the ability to
promote commitment, understanding, and use sustainability principles by employees for
day to day operations required.
Possession of, or ability to obtain and maintain a valid Driver’s License. Travel across the
County, state and to trainings, meetings, and conferences is required.
Must successfully pass a background check and drug screen.
