Job Summary*
The Population Health and Equity (PHE) Program Administrator applies best practices and program planning methodologies to the LIBERTY Dental Plans Population Health Management Program (PHMP) and activities including program development, implementation, and evaluation of initiatives to increase quality and equity of care while maintaining cost-effective outcomes. This position also supports LIBERTYs overall population health strategy, including assessment, gap analysis, program monitoring, and evaluation for targeted outreach and gap closure. Under the direction of the AVP of Quality Management, the PHE Administrator ensures compliance with state regulations, NCQA and URAC accreditation requirements for Population Health Management and Health Equity standards. The incumbent will be capable of effectively completing high-level management projects, as well as fulfilling administrative and analytical duties.
Job Summary Details
- Utilize reports, health information data, and registries to identify patient and population gaps in care.
- Collaborate with clinical care teams to confirm needs and communicate interdepartmentally to ensure targeted outreach activities to ensure PHMP goals are met.
- Program design, development, implementation, and support of PHMP initiatives related to NCQA and URAC standards. Maintaining standards for NQCA and URAC Health Equity related to Population Health Management strategies, interventions, and documentation related to accreditation.
- Support the annual development of a Population Needs Assessment to align corporate-wide strategies to achieve program objectives and goals.
- Develop workflows, policies, and procedures that improve outcomes and address inequities.
- Work collaboratively with operational areas to ensure contractual compliance with state and NCQA PHMP standards.
- Compile and analyze qualitative and qualitative data and prepare concise and clear narrative reports to inform decisions and strategic approach of the program.
- Create materials, handouts, newsletter articles, presentations, and website content for staff, member, and provider audiences.
- Facilitate operational program management and development of comprehensive work plans by establishing deliverables, accountabilities, and timelines for regulatory and client contracts as it relates to the PHMP.
- Collaborate with multiple stakeholders to implement evidenced-based guidelines, efficient workflows, and strategic initiatives to advance high-quality oral health care delivery.
- Prepare weekly, monthly, and quarterly reports for internal and external reporting. Acts on behalf of the AVP of Quality Management as necessary, and other duties as assigned.
- Perform other related duties as assigned and deemed appropriate by management.
Education/Experience
- 4 Year / Bachelors Degree in public health/healthcare administration or similar field, or equivalent experience required
- 5 years in a managed care environment, including 2-3 years' experience at an individual contributor level in project management or related

- Thorough knowledge of NCQA and URAC standards for Population Health Management and Health Equity
- Excellent leadership skills; ability to direct the work of others and move a project forward
- Ability to motivate others to invite and elicit feedback, receive feedback with humility, and constantly nurture and build a trusting and high-functioning team
- Specific and detailed knowledge of NCQA and URAC accreditation standards, and strategies for auditor interactions
- Advanced Microsoft Office skills: Word, Excel, Access, PowerPoint, Teams, Planner, and Outlook.
- Ability to work independently and manage multiple projects simultaneously. Strong time management skills.
- Highly analytical, problem-solving skills, and detail-oriented with the ability to demonstrate command of details and to articulate those details to all levels of staff and management.
- Excellent judgment to plan and efficiently and effectively executing goals
- Excellent written, oral, and interpersonal communication skills, including public speaking; bilingual preferred.
- Ability to effectively represent the company with all internal and external customers, providing the highest level of customer service.

Work Environment*
The work environment includes that required for travel from driving, to flying, to working within an office or home site location. Anticipated travel time required may vary to include an average of up to 25% of the time traveling. Work is generally performed within an office or home environment, with standard office equipment available.
Compensation
In the spirit of pay transparency, we are excited to share the base salary for this position is $76,390 - $99,305, exclusive of fringe benefits or potential bonuses. If you are hired at LIBERTY, your final base salary compensation will be determined based on factors such as geographic location, skills, education, and/or experience. In addition to those factors – we believe in the importance of pay equity and consider internal equity of our current team members as a part of any, final offer. Please keep in mind that the range mentioned above is the full base salary range for the role. Hiring at the maximum of the range would not be typical in order to allow for future & continued salary growth. We also offer a benefits package.
