Program: Head Start/Early Head Start
Minimum Qualifications:
· Teaching certification in Special Education required; 3-5 years teaching experience in the field of special education; Masters degree preferred.
· Knowledge of state and federal requirements related to students with disabilities.
· Experience as a presenter or trainer of adult learners.
· Knowledge of Program of Studies and Early childhood curriculum as it relates to the general curriculum for students with disabilities and their Individual Education Programs.
· Knowledge of Head Start requirements, IDEA Part C regulations, and NCLB requirements related to students with disabilities; knowledge of collaborating agencies.
· Knowledge of behavior management techniques for early childhood students.
· Self-directed, good interpersonal and communication skills, with a strong team commitment.
· Demonstrated competency in technological/computer skills including word processing, PowerPoint, spreadsheets, and e-mail.
· Strong oral and written communication skills.
General Responsibilities:
The Preschool Disabilities Consultant will:
· Coordinate diagnostic services, referral, and provision of related service with staff, school district personnel, and collaborating agencies.
· Develop and coordinate consultation, technical assistance, and job-embedded professional development activities for Head Start classroom staff regarding issues such as:
o Implementing Individual Education Programs (IEPs) and Individual Family Service Plans (IFSP) supports
o Data collection and analysis based on individual student needs
o Appropriate transition activities
o Head Start, IDEA, and NCLB requirements related to children and youth with disabilities
o Administration of developmental screenings
· Participate in Federal and State reporting activities
· Assure Head Start, IDEA, NCLB requirements are followed as they relate to due process, IEP and IFSP development
· Establish a good working relationship with all persons and agencies, which are involved in the delivery of service.
· Enter students with disabilities evaluations/IFSP/ IEPs results in the Head Start database
· Work collaboratively with the Kentucky Department of Education (KDE) and the Special Education Cooperative Network (Coop Network) staff to implement the KDE’s State Performance Plan (SPP), including participating in regular meetings with KDE staff and Coop Network.
· Collect and maintain documentation of activities and responsibilities as defined in OVEC HS and Grant Activities.
· Travel; some overnight lodging may be required.
· Work with other OVEC directors and staff as assigned.
Specific Responsibilities:
· Facilitate student screenings
· Assist in district screening events as needed
· Provide professional development as related to special education
· Coordinate interventions for students and provide consultation for staff.
· Oversee integration of IEP goals within classroom plans
· Assist with RTI planning and data collection for students
· Oversee student files
· Maintain compliance with Head Start, IDEA, and NCLB requirements
· Coordinate FS referrals
· Coordinate special education referrals with districts
· Notation of child actions and concerns in Child Plus
· Collaborate well with caregivers and staff in classrooms
· Collaborate with other OVEC staff to provide interdisciplinary support for students
· Attend Preschool Cadre, DoSE meetings, DEIC, CECC, etc. meetings as needed
· Other duties as assigned
Compensation: Annual contract with a maximum contract of 200-240 days. Salary based on experience in accordance to OVEC’s Head Start/Early Head Start Certified Employee Salary Schedule

Pay: $48,998.00 - $62,668.00 per year
