The Opportunity:
The Primary and Community Prevention Manager is the Project Director for the Strengthen Families Locally grant and is the CBCAP grant lead. In this role, you will be responsible for supervising team members working to sustain and grow child abuse prevention activities and ensure ongoing compliance with the Prevention Child Abuse America chapter charter and the Washington State Children’s Trust Fund. This position will be responsible for overseeing the implementation of professional and client services contracts, integration of performance-based contracts requirements, planning processes for statewide policies, programs, strategies and community-based prevention. You will interface with division and operations staff in the planning and implementation of grant and program activities and work with team members and stakeholders to support and grow the statewide prevention policies, programs, and strategies which are continuously developed as outlined in the DCYF Strategic Plan, Washington's Early Learning Coordination Plan and the Birth to Three State Plan. This position reports to the Strengthening Families Washington Administrator and serves as the supervisor to six other positions, including 2 permanent positions and 4 project positions. This position works extensively with federal and national partners including the Alliance for Children’s Trust Funds and will be responsible for overseeing staff who manage several statewide systems contracts and contracts with community-based organizations to provide voluntary prevention activities.

While the assigned office is located in Olympia, WA (1500 Jefferson) your official duty station could be determined based on the nearest DCYF Office location to you. Although t his position is flexible/hybrid and can be done remotely, you will need to be in person in Olympia at least every month or every other month. The incumbent must also have the a bility to travel within Washington and for out-of-state national meetings.

Some of what you will get to do:
  • Supervise Program Specialists who primarily work with the Community-Based Child Abuse Prevention Grant and the Children's Trust Fund, and Prevent Child Abuse American Chapter.
  • Provide leadership for the Child Welfare Early Learning Navigators (CWELNs) through coaching and mentorship to support the advancement of CWELNs and its distributed leadership model across DCYF divisions.
  • Provide supervision to up to six staff, responsible for various ongoing and project based activities funded by various different grants. This staff who provide oversight, performance monitoring, capacity building supports and reporting on contract deliverables and budget and expenditures.
  • Ensure Federal and State report development based on reporting requirements and activities required by funder, grant or cooperative agreement.
  • Act as the Project Director and CBCAP Lead for two ACF grants, participate in monthly, quarterly, and annual monitoring reports and calls with federal project officers and technical assistance providers.
  • Develop and implement best practices for partnering with contractors and collaborating with Tribes, tribal organizations, and tribal communities to implement prevention programs and initiatives.
  • Engage in DCYF-related working groups, initiatives and committees related to strong families. Participate or support team member participation in strategic initiatives that support the goals of strong and resilient families, such as the Essentials for Childhood, Parent Advisory Group and other efforts.
  • Work with team members to increase activities and support associated with parent leadership, including utilizing various strategies to provide outreach, leadership opportunities, training, and stipends.
  • Work with team members to advance primary prevention, which includes public awareness, capacity building, training and technical assistance, along with parent leadership.

Required Qualifications:
Master’s Degree in Social Work, Public Health, Human Services, Early Childhood Education or related field AND three (3) years of experience in the development and implementation of accountability structures for the purposes of procurement, contracting, grant oversight or performance monitoring activities
OR
Bachelor’s degree AND five (5) years of experience in the development and implementation of accountability structures for the purposes of procurement, contracting, grant oversight or performance monitoring activities
OR
Equivalent combination of education and experience, totaling nine (9) years of experience in the development and implementation of accountability structures for the purposes of procurement, contracting, grant oversight or performance monitoring activities.

The incumbent must also have the additional competencies:

  • Ability to be self-directed, complete time-sensitive, complex assignments and implement long-term, complex projects with internal and external partners, and ability to respond to deadlines.
  • Comfortable navigating sensitive legislative political climates and issues.
  • Commitment to partnership work with families and communities.
  • Experience working interdependently and independently with changing timelines and dynamic contextual environments.
  • Strong verbal and written communication skills to generate briefs, presentations, reports, and training, for different audiences.
  • Experience with grants and contracts and ability to utilize data in project and program planning.
  • Ability to develop partnerships with various partners using relationship-based competencies.
  • Ability to travel within Washington and for out-of-state national meetings.
  • Strong familiarity with legislative and policy work.
  • Commitment to a positive, collaborative, stimulating work environment.
  • Experience and competency in cross-sector program management.
  • Commitment to advancing racial equity.
Preferred/Desired Qualifications:
  • Experience with fundraising and the development of a fund development plan.
  • Family leadership, engagement, and voice.
  • Demonstrated experience in community development.
  • Knowledge of parenting education and the development of research-based or promising practices.
