Mathematica is searching for a seasoned professional with experience developing, designing, and leading research and evaluations focused on Medicare innovative value-based care delivery models. The successful candidate will join our Health unit to play a leadership role in engagements for the Center for Medicare and Medicaid Innovation and other divisions at the Centers for Medicare & Medicaid Services, health foundations, and other clients.

In particular, we are looking for individuals who can support current and emerging work in our evaluation practice, with demonstrated ability in the following areas:

  • Designing approaches to evaluating innovative Medicare payment models, policy changes, and other interventions.
  • Providing deep program knowledge and policy expertise in Medicare payment policy and value-based payment. Subject matter expertise in one or more of the following areas is strongly preferred: Part D prescription drugs, Medicare Advantage, behavioral health, populations with complex medical needs, and social determinants of health.
  • Expertise in synthesizing findings concisely across all aspects of an evaluation and providing appropriate policy recommendations.
  • Outstanding client management skills. Demonstrated ability to build a trusting partnership with CMMI evaluation staff and other clients through demonstration of empathy, anticipation of unstated needs, and ease of collaboration.
  • Outstanding people leader. Proactively engage staff to foster professional development by serving as a senior mentor and provide career development opportunities within projects. Respect and value colleagues’ contributions and effectively manage teams. Actively support the advancement of organizational diversity, equity, and inclusion efforts.

The successful candidate will join our group of almost 700 health policy professionals, including staff with degrees in data analytics, public health, public policy, economics, behavioral or social sciences, and other relevant disciplines. Duties of the position:

  • Direct multidisciplinary teams to conduct large-scale evaluation of innovative Medicare payment models and other interventions
  • Engage with federal and other clients to understand the challenges they face and work collaboratively with them to develop innovative solutions
  • Apply rigorous design and analytic thinking to the collection and interpretation of quantitative and qualitative data
  • Work with the leader of business development for CMMI evaluation and related clients to support strategic planning and execution
  • Direct business development efforts and lead proposals for new projects
  • Author project reports, memos, technical assistance tools, issue briefs, and webinar presentations and represent Mathematica to policy and professional audiences and oversee the work of others
  • Contribute to the growth, expertise, and institutional knowledge of staff working in the evaluation area, including active mentorship
  • Engage in external thought leadership in the form of published manuscripts, conference presentations, and the like.

Position Requirements:

  • At least 15 years of experience working in health research, data analytics, or health policy with a substantial portion of that time related to some aspect of the Medicaid program at the state or federal level
  • Masters or doctoral degree, or equivalent experience, in public policy, economics, behavioral or social sciences, public health, or other relevant disciplines
  • Expertise in quantitative and/or qualitative methods and a deep understanding of Medicare health policy issues
  • Excellent written and oral communication skills, including an ability to explain observations and findings to diverse stakeholder audiences including program administrators and policymakers
  • Demonstrated ability to lead successful evaluation proposals for federal and other clients
  • Demonstrated ability to effectively lead major evaluations or large components of evaluations, and coordinate the work of multidisciplinary teams, including collaborations with technology teams building solutions in service to policy needs
  • Strong organizational skills and attention to detail; flexibility to lead and manage multiple priorities, sometimes simultaneously, under deadline

This position offers an anticipated annual base salary range of $150,000 to $200,000. This position is eligible for an annual bonus, based on company and individual performance.
