The Alaska Department of Administration, Office of Procurement and Property Management is recruiting for a Procurement Specialist 3!

Pay is based on the
location of the selected applicant; salary will be discussed at the time of the interview.

What you will be doing:
The Procurement Specialist 3 with the Office of Procurement and Property Management (OPPM) works closely with other divisions in the Department of Administration to support their core mission and functions. This position conducts formal and informal solicitations, Invitations to Bid (ITB), and Requests for Proposals (RFPs), including Request for Alternate Procurement as authorized in Alaska Statutes (AS 36.30) and associated regulations and administrative guidelines contained in the Alaska Administrative Manual.

The working conditions you can expect:
OPPM’s office locations in Juneau and Anchorage are both centrally located in the Juneau State Office Building, and the Atwood Building. We also have an office in the Palmer State office building to help ensure our valley commuters enjoy the same level of flexibility and work life balance. We offer the option of a hybrid telework schedule to allow maximum flexibility for our employees. If an employee lives in a location where we do not have an office, we do have the option of 100% telework. OPPM utilizes collaborative platforms to maintain a close-knit team no matter where in the State you live.

To be successful in this position, a candidate will need to possess the following core competencies/knowledge, skills, abilities, and experience:

  • Contracting/Procurement: Knowledge of various types of contracts, techniques, or requirements for contracting or procurement, and contract negotiation and administration.

  • Attention to Detail: Is thorough when performing work and conscientious about attending to detail.

  • Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside State government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

  • Ability to write clearly and concisely to develop complete documents, memoranda, reports, and correspondence relating to procurement and policies. Ability to prioritize, adapt, and organize workloads, projects, materials, all which may be competing for priority.

  • Set well-defined and realistic personal goals; displays high level of initiative, effort, and commitment towards completing assignments in a timely manner; works with minimal supervision; is motivated to achieve; demonstrates responsible behavior.

Special Note:

  • This position may require travel on an as-needed basis, a few times a year.

Minimum Qualifications

One year of professional procurement experience requiring contact with program experts to develop solicitations, product specifications or a scope of work for professional services equivalent to Procurement Specialist 2 or Contracting Officer 2 with the State of Alaska.

Special Note:
Some positions in the series may require an Alaska driver's license.
