The Executive Office is critical to the success of all major OSOS services and responsibilities through general oversight and leadership, the development of public policy, legislative relations, and external communications.
Productivity Board Supervisor
Full-time, Permanent
The OSOS is looking for a Productivity Supervisor (Program Specialist 4). This position reports to the Deputy Director of External Affairs and is responsible for administering the day-to day operations of the Productivity Board (PB) including supervising the work group. It also acts as liaison between board and external state agencies and higher education.

Duties

Administers, directs and oversees all operations of the Productivity Board
Tasks Include:

  • Manages PB staff; sets expectations & evaluates performance
  • Prioritizes & assigns work to subordinate staff
  • Makes recommendations to Director and Deputy regarding staffing change
  • Develops annual strategic plan for PB
  • Determines the priorities of the PB
  • Collaborates with program staff on engagement strategies
  • Interviews, recommends, trains, monitors and evaluates staff
  • As subject matter expert, confers with program staff, agency staff, and state and local government agencies; Interprets and implements program policies and procedures; Poses solutions as unique and unprecedented issues arise
  • Develops, maintains and continually evaluates program rules, policies and procedures; Identifies when gaps exist
  • Suggests changes to statute or administrative rules, drafts policy; Collaborates with Director, Deputy Director and office legislative liaison through legislative session and may be asked to represent program in legal proceedings or Legislative hearings
  • Prepares and deliver speeches or presentations across the state
  • Approves leave requests of program staff and ensures adequate staffing
  • Advises appointed board and executive level staff on status of PB
  • Proofreads and edits campaign materials for program
  • Create & maintain COOP plan for PB
Program and budget development
Tasks Include:
  • Provides information about the PB to a variety of external and internal agencies; explains rules and regulations that govern the program
  • Develops outreach strategies including development of program brochures and presentations
  • Consults with other states regarding development of similar programs, laws, and regulations
  • Prioritizes expenditures and projects future needs
  • Approves refunds & reimbursements
  • Travel and meet with coordinators and agencies for individual training or consultation.
  • Understands cost savings benefit analysis to ensure savings to the state
  • Monitors & audits program budget
  • Works with contracts & purchasing office to create interagency agreements & service contracts
IT development
Tasks Include:
  • Collaborates annually with IT staff to establish plan for online system improvements & evaluate IT system needs for PB
  • Collaborates with IT on a business analysis for a new computer system
  • Works with IT on an RFP/RFQ process for a new database system
  • Creates temporary database tracking for the first year of PB until a database can be purchased
  • Provides direction to IT services development and production staff for program database development
  • Determines IT needs for PB staff
Miscellaneous
Tasks Include:

Qualifications

Required Qualifications:


  • Four years of experience providing support to staff or a program including, but not limited to, interpreting policy and instructing others on application of policies, representing a program or office to clients, interacting with members of the public, composing correspondence, scheduling appointments and meetings, or coordinating events
  • Two years supervisory experience performing the following tasks: interviewing, hiring, training, assigning, and/or directing work and evaluating staff
  • Ability to efficiently use a personal computer and applicable software to successfully perform the essential job functions of the position
Preferred/Desired Qualifications:
  • Project management experience that includes planning, scheduling, communicating, and evaluating all aspects of a project.
  • Experience in public speaking; including preparation and delivery of professional presentations.
  • Experience performing technical writing for publications such as newsletters, news releases, speeches, articles or feature stories.
  • Experience using presentation software such as Microsoft PowerPoint.
  • Experience working in state government and/or with the legislative process
  • Current Washington State driver’s license or requested and obtained appropriate accommodation
  • Demonstrated ability to exercise sound professional judgement
  • Demonstrated ability to analyze problems and create reasonable solutions
  • Demonstrated ability to lead a collaborative work group

Supplemental Information

Working Conditions
In this position, the incumbent works primarily in an office setting, which will require the ability to sit and/or stand for extended periods of time. The standard work hours are Monday-Friday from 8:00 AM to 5:00 PM with the ability to work irregular hours and weekends on short notice as needed to support business activities. Occasional local and statewide travel may be required with overnight stays. Must be able to move and maneuver up to 30 pounds with or without reasonable accommodation. The incumbent in this position must be able to represent the Office of the Secretary of State in a competent, confident, and professional manner, including professional dress, and be able to communicate ideas and information both verbally and in writing, and work successfully with compassion and sensitivity.
