This position is located within the District Department of Transportation (DDOT), Equity and Inclusion/Office of Civil Rights Administration (EID/OCR). The position of the Program Analyst (EID/OCR) shall primarily assist the Agency’s Chief Transportation Equity and Inclusion Officer, the Deputy Compliance Officer, the Equal Employment Opportunity (EEO) and American with Disabilities Act (ADA) Coordinators, the Title VI Coordinator and the Equity and Accessibility program.

Duties and Responsibilities

The incumbent shall assist with the Agency’s EEO, DBE/Small Business, Title VI program, ADA program, and the Equity and Accessibility program. The incumbent will assist with development and implementation of the EEO, DBE/Small Business, Title VI program, coordination of compliance activities across program areas, complaint processing and compliance monitoring. The incumbent will ensure compliance with the provisions of DDOT’s non-discrimination policy and with the law.

The incumbent will assist with the coordination and provide technical assistance to program areas and work collaboratively with Agency’s Chief Transportation Equity and Inclusion Officer, the Deputy Compliance Officer, the EEO and ADA Coordinators, the Title VI Coordinator and the Equity and Accessibility program Title VI Implementation Title VI Liaisons. And key program managers to implement Title VI requirements, manage EID/OCR data collection process, review program directives, policies, and manuals for compliance and incorporate applicable language or guidance as needed, conduct annual reviews of program areas for compliance with applicable regulations and laws, conduct periodic reviews of sub-recipients (contractors, subcontractors, sub-grantees), maintain complaint procedures and process or redirect complaints as appropriate, disseminate EID/OCR information and resources to the public, monitor implementation of mitigating measures, develop annual accomplishments and goals report, implement and monitor the District’s Language Access Program, maintain confidentiality regarding EEO and ADA matters, receive, accept, and monitor EID/OCR project/program spending.

Qualifications and Education

Individual must possess one (1) year of specialized experience related to the Grade 13 level within the District of Columbia government or private sector equivalent. Specialized experience includes but is not limited to equity policy writing, review, and implementation; community engagement, understanding and implementation of EID/OCR programming, data and statical analysis EID/OCR programming.

Bachelors' degree from an accredited college or university in Business Administration, Public Policy, Public Administration, Communications, or a related field is preferred.

Three (3) years of relevant experience is preferred.

Licenses and Certifications

Must possess and maintain a valid driver's license.

Working Conditions/Environment

The work is predominantly sedentary, and the employee is normally seated; however, the nature of the work allows for periods of walking, standing, and traveling to meetings, driving a vehicle etc. is required.

May be assigned to work evening hours and/or weekends.

Position Designation(s)

This position has been designated as an essential employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.

The position has been deemed security-sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.

Emergency Designation: This position has been designated as an emergency employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Employees are required to work rotating shifts, to include evenings, nights, weekends, and holidays. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.
