Job Description
The Program Coordinator is a newly created role within the Employee Engagement division of Human Resources. This role will be responsible for refreshing, improving, expanding and documenting current recruitment processes and programs as well as creating new programs. This role will also coordinate several programs and/or projects involving the administration of human resources functions related to employee engagement, employee relations, recruitment, and HR policies and procedures.

Essential Duties
  • Work with hiring managers to provide guidance, expertise, collaboration and teamwork to hire the best talent for our organization;
  • Educate, attract, promote and improve our outreach to job candidates
  • Partner with recruiting teams and HR Operations teams to design, refine, and implement innovative recruitment strategies, initiatives, and programs;
  • Implement new candidate sourcing methods and research/ strategically choose job advertising options;
  • Plan and oversee the day-to-day operational and tactical aspects of multiple large-scale strategic recruitment projects;
  • Assists with the creation of surveys to measure employee engagement, satisfaction, and morale, and assists with the distribution of surveys to employees through various methods such as email, kiosk, and paper;
  • Reviews, analyzes, and interprets data from survey results and assists management with creating action plans based on findings;
  • Assists with the creation of change management strategies to achieve departmental and organizational goals;
  • Helps managers develop plans to improve employee engagement through one-on-one meetings with employees, focus groups, workshops, or other methods;
  • Oversees exit survey process and conducts exit and stay interviews with employees to gather and analyze data towards the goal of strengthening employee retention strategies;
  • Coordinates the creation and management of HR programs to ensure the efficient operation of the Employee Engagement division. This includes planning and conducting research, interviews, observations, complex data collection and analysis in order to generate recommendations and prepare related reports.
  • Participates in, and assists with managing and monitoring effectiveness of special projects such as annual hiring events, internship programs, and other strategic priorities;
  • Researches and develops opportunities to recruit, retain, and promote a culturally diverse workforce;
  • Tracks, analyzes, and reports statistics and other employment-related data on applicants, prospects, and employees;
  • Assist in the development, maintenance, and monitoring of metrics designed to measure Employee Engagement, Turnover, Absenteeism, and optimal staffing/productivity levels for the County.
  • Participates in/on a variety of meetings and/or committees.
The grade/DBM for this position is 103.

Public Speaking Duties
  • Speaking and presenting during:
    • in-person and virtual meetings with hiring managers;
    • internal staff meetings;
    • occasional meetings with senior leadership.
Minimum Qualifications
  • Bachelor's degree in human resources, business administration, public administration, public relations, marketing, psychology, or communications;
  • Three years of human resources, recruitment, and project management experience;
  • or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above and on the class specification linked below.

The 14 departments that make up the executive side are Police Services, Fire and Emergency Services, Corrections, Communications, Support Services, Financial Services, Community Services, Human Resources, Information Technology Services, Law, Planning and Development, Water Resources, Child Advocacy & Juvenile Services, and Transportation. Each department is run by a director who is charged with managing operations in a manner which stresses the County’s values.

In addition to the executive side of County government, certain services are provided through Constitutional officers and independent elected officials. These external offices are created by the Georgia Constitution or through state law. In Gwinnett, they include the Sheriff, Tax Commissioner, District Attorney, Solicitor, Probate Court Judge, and Chief Magistrate.
