GENERAL DESCRIPTION: The Program Director shall be responsible and accountable for the entire program and its outcomes, and shall be the primary liaison with the Office of Refugee Resettlement (ORR). This is a full-time, 40-hour per week, salaried position that is exempt from compensation regulations as specified in section 31-76i of the Connecticut General Statutes.
MAJOR DUTIES AND RESPONSIBILITIES:
  • Overall management of the programmatic, administrative, financial, and operational systems related to the provision of care and services to unaccompanied children (UC) in accordance with all applicable local, State, and Federal standards, instructions and procedures, regulations, laws, and settlement agreement.
  • Provision of regular and timely reports to ORR regarding the care provider’s operations, services, and finances in accordance with the care provider’s cooperative agreement or statement of work.
  • Establish a workplace environment that is respectful and supportive of UC, staff, and external stakeholders.
  • Elevate any issues or concerns to the designated ORR Project Officer (PO) for the program.
  • Manage the program’s quality assurance procedures and reports.
  • Develops training and consultation procedures and materials intent upon developing a level of sophistication within the program to assure that the staff clearly understands the trauma histories of the youth being served and with that understanding see that the program provides tangible ways of meeting the multiple needs of each of the youth in the program.
  • Coordinates and assures that effective, timely medical services are provided to UC. Sees that proper medical service documentation is maintained in a complete and timely manner and that such documentation is in full compliance with all ORR and State requirements.
  • Performs such other duties as may be requested by the Executive Director.
QUALIFICATIONS: The Program Director is required to have a minimum of a Master’s Degree in Social Work (MSW) or an equivalent degree in education, psychology, sociology, or other relevant behavioral science. License preferred. Alternatively, a Program Director may also qualify with a Bachelor’s Degree in one of the aforementioned behavioral sciences plus five years of experience in child welfare administration, child protective services, program management, or in a director position of a licensed childcare program. Bilingual in English/Spanish (preferred not required).
The Program Director is required to be able to operate a personal computer with proficiency in the use of web-based platforms and Microsoft Word. The applicant must pass a national background check conducted by fingerprints, a state police background check, a drug screening exam, a CT DCF protective service background check, and a motor vehicle check.
REPORTS TO: The Executive Director
SUPERVISORY RESPONSIBILITIES: Directly supervises the Clinician, Case Manager, Teacher, Nurse, Medical Coordinator, and Supervisor. Has indirect supervisory responsibility for the Youth Care Workers.
