*Job Title:* Program Director (Community Economic Resilience Fund) *Reports To:* Chief Operating Officer *Department* Special Programs *FLSA Status:* Exempt *Salary: *$140,000 *Term:* 21 months *Summary* The Program Director will serve as the key coordinator, spokesperson, and regional convener for Los Angeles Region High Road Transition Collaborative (LA HRTC) and will be responsible for developing and implementing the Los Angeles regional economic recovery and transition strategies in accordance with the California Community Economic Resilience Fund (CERF) program. The Program Director will work in close partnership with the Fiscal Agent and the governance leadership to develop and provide input from disinvested communities on LA HRTC implementation strategies, contribute to process evaluation of the planning effort and contribute to the development of the final plan to be submitted to the State of California. We are proud to be an equal opportunity employer that stays true both to our roots here in Los Angeles County and to our mission by ensuring that anyone, regardless of one’s background, origin, orientation, or station in life, and other characteristics that make our employees unique, can find a home at the Los Angeles County Economic Development Corporation with our team. *Duties* * Oversee, develop, manage, and staff the Los Angeles High Road Transition Collaborative’s (HRTC) Community Economic Resilience Fund (CERF) programs, initiatives, budgets, financial planning, staff development, and reporting of programmatic activities. * Coordinate with the governance leadership of the HRTC to identify and convene group and subgroup partners including: * Affinity and Subregional Tables that facilitate planning input from all stakeholders * Affinity Hub Leads and Partner Table Leads that will coordinate and gather information from the Affinity and Subregional Tables * a Steering Committee tasked with decision-making regarding HRTC strategies, and * a Stewardship Committee focused on implementation of decisions made by the Steering Committee. * Collaborate effectively with Steering Committee and Stewardship Committee to develop and provide input from disinvested communities on LA HRTC implementation strategies, contribute to process evaluation of the planning effort, contribute to the development of the final plan to be submitted to the State of California. * Serve as key spokesperson and coordinator for the LA HRTC. * Lead subregional efforts for the LA HRTC including: * Support the governance leadership in developing engagement and planning activities * Engage stakeholder organizations and residents from subregions in inclusive community tables and collaborative governance structure * Host launch events in each of the 9 service planning areas within LA County * Host monthly meetings with the HRTC members via “Issues Tables.” * The Director will be responsible for coordinating and delivering the final regional economic recovery and transition plan. The Director will coordinate with collaboratives to develop a regional economic recovery and transition plan that addresses essential elements of a High Road strategy. The plan will be co-developed with diverse stakeholders throughout the process, from visioning to analysis, and to strategy and roadmap creation. Analyses and plans must account for sub-regional and inter-regional dynamics. The plans must also build on existing regional and/or subregional economic development plans and strategies as appropriate. * The Director will serve as the main point of contact between the LA HRTC and the Interagency Leadership Team comprised of the California Labor and Workforce Development Agency (LWDA), the Office of Planning and Research (OPR), and the Governor’s Office of Business and Economic Development (GO-Biz). *Soft Skills and Competencies* To perform the job successfully, an individual should demonstrate the following competencies: Oral Communication – Speaks clearly and persuasively in positive or negative situations; Listens and gets clarification; Responds well to questions; Demonstrates group presentation skills; Participates in meetings. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. *Education:* Associates degree from a community college or bachelor’s degree from four-year college or university preferred; or at least 5 or more years of related experience and/or training; or equivalent combination of education and experience. *Experience:* * Experienced in managing State and/or Federal Grants/Apprenticeships and other programs * Experience leading Regional Initiatives and collaborating with regional stakeholders, business/philanthropy, CBOs, and educational partners * Experience in Economic Development planning and community engagement (Grassroots development experience) * Grant management and reporting experience * Experience and knowledge of the educational ecosystem in the LA region * Experience working across diverse communities and culturally competent *Language Ability:* Ability to read, analyze, and interpret general business correspondence. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. In addition, if you are a candidate who is proficient in one or more of LA County’s thirteen (13) threshold languages that is a plus, but not a requirement. *Math Ability:* Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. *Reasoning Ability:* Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
