Job description
The Transition Housing Officer serves as the senior transition housing representative and subject matter expert in the Operations Division and the Department. The Transition Housing Officer will act as the senior project manager for the development of State-funded transitional housing in South Carolina. They will manage all stages of the planning and funding/financing process, including identification of additional funding opportunities, proforma development and analysis, and preparation of funding applications. The Transition Housing Officer works with a coalition of willing partners, attends meetings and workgroups related to Veteran housing opportunities to determine geographic and regional gaps across South Carolina, as well as effects of unintended migration of Veterans to improved services. From that analysis, assist in implementing strategies that include, but are not limited to, real estate development strategies with moderate and substantial rehab, new construction, mixed-use, commercial, and assembly of land for future development for a minimum of two adequate locations. Once locations are determined and approved, assess operating costs, and submit a budget. Identify potential grant funding for subcontracted services, with an annual plan. The job duties of this position include but are not limited to the following:
- Supervise staff to include preparing performance planning and evaluation documents and related personnel paperwork. Coach, counsel, and train employees. Establish and monitor work processes. Implement management policies and initiatives and promote teamwork.
- The Transition Housing Officer will act as the senior project manager for the development of State-funded transitional housing in South Carolina and will manage all stages of the planning and funding/financing process; to include identification of additional funding opportunities, proforma development and analysis, and preparation of funding applications. All funding is subject to oversight by the South Carolina Congress in accordance with the South Carolina Constitution.
- The Transition Housing Officer will prepare briefings for selection of a minimum of two locations for funding approval with the potential to expand across the state. Assess annual operating costs to submit a budget for one-time and reoccurring costs and work any potential grant funding that can support subcontracted services. Assist in the management of projects from financial closing through final conversion, attend on-site and virtual construction meetings and provide written summaries. Work with legal counsel on tax abatements and other entitlements. Work with supporting nonprofits to submit social service funding applications, perform preliminary feasibility studies on new projects, assist with preparing reports to the General Assembly.

- Well-developed interpersonal skills and the ability to build and lead functional teams of diverse elements with overlapping, but not identical, objectives.
- Must have experience with program management and operational planning, with the ability to prioritize activities in time, space, and purpose in order to achieve specific goals.
- The ability to lead cross-functional working groups comprised of members from multiple organizations, is critical.
- Must demonstrate mature written and verbal communications skills, critical thinking, and effectiveness in decision-making, problem-solving, and task management.
- The ability to interpret and apply the pertinent laws, rules, and regulations of South Carolina is required.
- Given broad guidance, the candidate must be able to consistently apply sound and mature judgment on complex issues.
