SUMMARY OF DUTIES:
Amtrak is leading the way with a new era of rail that will benefit Americans for generations to come. Amtrak’s Fleet Programs are a once-in-a-generation opportunity to redefine U.S. intercity passenger rail travel through the replacement of passenger equipment, including designing and building associated facility upgrades and modifying maintenance and operating practices with a state-of-the-art rolling stock solutions. The Fleet Programs are already underway and have ambitious schedules that must be achieved to ensure fleet reliability and the creation of new capacity to expand service nationwide, both of which will ultimately enhance customer satisfaction. The Fleet Programs are also part of Amtrak’s newly created Capital Delivery organization and will set the standard for program management for major programs at Amtrak.
The Amtrak Airo Program Manager is responsible for leading a program to develop, implement, and execute the business processes associated with sizing and training a global workforce. In this role you will be responsible for collaborating with internal teams to develop staffing and training plans. You will develop workforce planning models, financial planning and analysis, stakeholder and sponsor communications, and manage internal and vendor resources. The objective is to consistently align the workforce staffing and training requirements to successfully launch Amtrak Airo.
The Program Manager is responsible for delivery of large-scale moderate to high-risk program, with multimillion dollar cost impacts and multi-year delivery schedule. The program encompasses multiple projects, cross-departmental interfaces, multiple technologies, geographies, and assets. Individuals in this role work independently with some indirect supervision PMO Director or AVP and may have either direct reports or matrixed subordinate team members. The role requires regular analytical and metrics-based reporting to other staff, Executive Committee, and stakeholders
Essential Functions:
- Coordinate multiple project teams, vendors, and stakeholders to ensure timely and cost-effective sequencing and execution of critical milestone across interdependent projects
- Cultivate collaborative partnerships to drive scoping, financial, and resource decisions
- Identify and manage assessment of major changes to scope, schedule and budget through the appropriate Program and Enterprise governance approval mechanisms
- Mentor and coach junior level Project Management staff and matrixed team members, and provide guidance on adherence to the Project Management practices
- Work with senior leaders to contribute relevant data to support annual planning activities and sequence new working through the appropriate controls mechanisms
- Identify and evaluate the risks associated with program execution and work across organization to establish and monitor mitigation plans
- Partner with executive sponsors to strategize program goals and build relationships across the wider stakeholder community.
- Develop and control the program budget by managing expenditures within agreed spending plans.
- Develop and maintain required program management artifacts; develops and implements the communication structure for the workstream including cadence of meetings, meeting notes, SharePoint archives, e-mail updates, etc.
- Lead a regular cadence of meetings with stakeholders across Amtrak. Build strong relationships within Amtrak to understand the business challenges and opportunities; identify efficiencies and present recommended improvement opportunities at various levels of management;
- Identify, manage and mitigate inter-project and cross-organizational dependencies and risks and facilitate appropriate executive escalation and decision support processes.
- Develop, track and forecast annual budgets and operating plans to support the program; provides timely, accurate schedule updates to the program Scheduling team
Minimum Qualifications:
- Bachelor's Degree in Business, or a related field. Required education may be substituted for additional relevant experience in excess of the minimum requirements outlined below, on a two-for-one year basis.
- 9-years of relevant experience in project/program management..
- Excellent oral and written communication and stakeholder management skills with focus on collaboration, team building, and customer service.
- Effectiveness working diplomatically across teams with varying objectives.
- Must have work authorization in the United States.
Preferred Qualifications:
- PMP certification.
- Workforce Planning, Transportation or Training industry background.
- Working across cross-functional teams (various disciplines including human resources, technical training, mechanical, transportation, customer service, and IT).
- Familiar with budgeting and scheduling processes.
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
The salary/hourly range is $108,000 – 141,000. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
