This position is a critical part of our Operations Division central administration and management team. The Operations Division encompasses every employee who works in one of our amazing park locations – including rangers, construction and maintenance staff, interpretive staff, park aides and more. Operations central administration works hard to ensure those public-facing field staff have what they need to do their jobs exceptionally well, and this position plays a key role in that endeavor.
The ideal candidate has a heart for public service and for supporting their teammates. They will be a great relationship builder and collaborator. They will have excellent analytical, critical thinking, program development, and communication skills, including ability to produce concise and easy to use written direction for others. They will be a curious and hard-working self-starter, who likes variety in their work and appreciates having fun while doing their job.
This position works under the general direction of the Operations Division Manager. They will oversee several statewide programs for the agency and have significant responsibility for developing, gaining approval for, and deploying written guidance in various forms to agency staff. This will require meaningful and consistent coordination with Agency management and other divisions/programs. Some details of the responsibilities:
Manage and lead agency and division programs with statewide impact, including the Public Use Permit Program, which includes special events/activities, filming/ photography and drone use permitting.- Develop new or update existing Operations policies, procedures, manuals and other written guidance for operations staff. Oversee implementation of these various forms of guidance, including developing and providing training where appropriate. Identify areas and issues where guidance or updates to guidance is needed. Potential areas include, but are not limited to, employee housing, uniforms, health and safety, and trails.
- Coordinate the division’s process for developing and updating administrative policies and procedures.
- Develop and maintain an approach for documenting, revising, tracking and reporting on division goals, strategic plan, projects, activities and accomplishments.
- Coordinate rule making activities for the division, including scheduling and facilitating meetings, completion and submittal of required forms and materials, and communicating updates to staff and Commission.
- Research and analyze laws, rules, policies, and data.
- Review and analyze customer surveys and other data to assess visitor needs as well as compliance with agency regulations and potential need for regulatory changes.
REQUIRED QUALIFICATIONS:
- Bachelor’s degree and 4 years of program and/or project experience including analysis, planning, and development of approaches, policies and processes.
- Program and/or project experience as described may substitute for education, year for year, this is in addition to the required experience.
Desired Qualifications:
- Experience in a position which included significant problem solving and analysis responsibilities.
- Experience working for a state government agency.
- Experience developing and writing policies, procedures or other guidance for employees.
